National Defence  Mr. Speaker, this year's Halifax International Security Forum was a great success in facilitating important discussions and innovative thinking on global security challenges. I had the chance to discuss important issues with our partners and allies, including increasing women's role in peacekeeping.

National Defence  Mr. Speaker, our government is committed to ensuring that our military members receive fair pay and compensation for their service to Canada. Our defence policy has put an emphasis on making sure that our members are well supported. This is why our government recently approved a 6.34% pay raise for most members.

National Defence  Mr. Speaker, when we conducted our defence policy review, Canadians told us to make sure that we looked after our Canadian Armed Forces, to make sure that they are well funded. With our new defence policy, we have probably the most well-funded defence policy since World War II. We are making sure that our men and women in the Canadian Armed Forces have the funding needed.

National Security Act, 2017  Madam Speaker, under the National Defence Act, CSE did not have the authority to use its expertise and its ability to provide direct support for CAF. The new CSE legislation would allow CSE to do just that. It actually would enhance the Canadian Armed Forces ability to be better protected and CSE's ability to protect our Canadian men and women in operations.

National Security Act, 2017  Madam Speaker, CSE is Canada's centre of excellence for cyber operations operating in a rapidly evolving technological world. CSE's authorities have not kept up with that change. The proposed legislation will enable CSE to work more effectively and proactively to protect Canada and Canadians.

National Security Act, 2017  Madam Speaker, as Minister of National Defence, it gives me great pleasure to rise to speak in support of Bill C-59, an act respecting national security matters. As my colleague from public security indicated in his earlier speech, Bill C-59 proposes a number of timely and greatly-needed measures to enhance Canada's national security framework, while respecting the constitutional principles enshrined in the Canadian Charter of Rights and Freedoms.

National Defence  Mr. Speaker, inappropriate sexual behaviour of any kind is completely unacceptable and will not be tolerated in the Canadian Armed Forces. Our investigators now have better training. We will provide more support to victims. Furthermore, career action is being taken against perpetrators and extensive training has been provided to prosecutors on sexual misconduct prosecutions.

National Defence  Mr. Speaker, as I stated, inappropriate sexual behaviour of any kind is completely unacceptable and will not be tolerated. Every person who willingly serves his or her country, despite the many dangers and sacrifices of military service, deserves a professional environment in which he or she is treated with respect and dignity.

National Defence  Mr. Speaker, the security of Canadians and the defence of North America are of the utmost importance to the Canadian Armed Forces and to our government. Our new defence policy recognizes the growing threats of ballistic missiles and commits to continuing to work actively with the United States and looking broadly at all threats to North America, as we look at NORAD modernization.

National Defence  Mr. Speaker, I was very proud, on behalf of the government's new defence policy, to be able to announce that we will be purchasing not 65 fighter aircraft but 88, making sure that we have a full, transparent competition to replace the entire fleet. We are investing in our legacy fleet as well.

National Defence  Mr. Speaker, with respect to the CF-18s, we have announced a number of measures to make sure we move ahead as quickly as possible with an open competition to replace the entire fleet. We are investing in the legacy fleet as well. We are also training new pilots. We are continuing our discussions with the U.S. government for the interim gap measure.

National Defence  Mr. Speaker, the previous government believed that the risk management and capability gap between our NORAD and NATO commitments were adequate, but for us it is not. We will be replacing the entire fleet of fighters with an open competition. We will also be investing in the legacy fleet.
