Resumption of debate on Address in Reply  Manley was aware of the government's position in the throne speech. Let me just say what we want to do. We have been very clear that this mission today has a wide range of elements. Over the past year we have been shifting the emphasis in Afghanistan toward the training of Afghan forces. That is going successfully but our honest assessment today is that we will not be in a position to complete that and to ensure that the Afghan forces can take care of their own security in Kandahar by February 2009.

Aung San Suu Kyi  I hope it will be adopted unanimously in both chambers of this Parliament so that it can be clear as always that Canada stands for universal values that are under siege today in Burma, and once again, to also send to Aung San Suu Kyi the important message that Canadians and indeed all civilized people of the world stand behind her in her quest for democracy and freedom in that country.

I think I have been already, but let me be very clear that the information I have would indicate that General Hillier is correct and the Globe and Mail is wrong.

Afghanistan  We are all delighted to see that he is looking in good health. As I said last week in answer to this question, the government's position is clear. Our allies, the international community, the Afghan government, nobody is asking us to make a decision on 2009 this week. I have to say that only the Liberal Party would consider a clear position to be a position that we must withdraw two years from now right away.

Afghanistan  Mr. Speaker, on the contrary, I think the government has been extremely clear. We brought forward a motion to the House to extend the current Afghan mission to February 2009. That was in fact supported by the deputy leader of the Liberal Party. The government has been clear that if it were to seek further extensions, it would come to Parliament to do that, and that remains our position.

Government Policies  Mr. Speaker, the programs the government has been delivering to Canadian families are very clear. The government's philosophy of federalism is very clear, which is why we have a country that is more united and why we are not talking about waste, about scandal, about corruption and about the bad old days of the centralizing Liberal Party.

Afghanistan  Mr. Speaker, the government has made it clear that the mission will end in February 2009. A new mission after that date would have to be approved by this Parliament. I must remind members of the Liberal Party that their leader said that he saw a possible role for Canada in training Afghan forces and protecting reconstruction activities even after this date.

Royal Canadian Mounted Police  Speaker, far from being afraid of the truth, the minister appointed Mr. Brown to study the RCMP and to look at the allegations. Mr. Brown produced a thorough, clear and very severe report on the state of the RCMP. He has recommended a series of important actions, with a task force on management as well as a further look at the police investigation, things that this government will in fact undertake.

The Budget  Speaker, the government committed to bring in a new equalization formula that would be based on clear principles and treat everyone equally. We accepted, in large measure, the recommendations of the O'Brien commission, but at the same time we left in place the existing side deals, the Atlantic accords, which this party had supported, and continues to support.

The Québécois  Speaker, the real intent behind the motion by the leader of the Bloc and the sovereignist camp is perfectly clear. It is to recognize not what the Québécois are, but what the sovereignists would like them to be. To the Bloc, the issue is not that Quebec is a nation—the National Assembly has already spoken on that subject; the issue is separation.

Canadian Forces  Mr. Speaker, upon taking office, the Minister of National Defence instructed and made it clear to the Department of National Defence that this government would pay all reasonable funeral costs, even if those exceeded the limit that had been established by the previous government.

Canadian Forces  Speaker, once again the government obviously believes that the death of Corporal Dinning was a terrible tragedy and something that we appreciate because it was in the service of his country. At the same time, the Minister of National Defence's instructions have been clear. There have been discussions between government officials and the family. All reasonable costs will be covered and that is for them to resolve.

Canadian Forces  Mr. Speaker, the policy of the Minister of National Defence is clear. Right from the beginning, he instructed officials to pay all reasonable expenses even if they exceed the limits established by the former government. We are in discussions with this family about reasonable expenses.
