Democratic Reform  Before going to the next question, I want to remind members that certain individuals have very nice voices that carry very well. I would ask them, when they are not up speaking, if maybe they could tone them down a bit so that when they are talking to the person next to them, which I am sure they are doing, it will not be loud enough to interfere with the person answering the question, or asking the question, for that matter.

Ethics  Before we go on to the next question, I just want to remind the hon. members how it works: one person asks a question, and the other one gives a reply.
