Official Languages  Mr. Speaker, the Quebec National Assembly is unanimous. The Government of Quebec is calling for the Charter of the French Language to apply to federally regulated businesses in Quebec, and I think most members of the House agree with that. Today, civil society added its voice to the consensus.

Official Languages  Mr. Speaker, still no answers and no meaningful action. Everyone wants this: the mayors of Quebec City, Gatineau, Lévis, Laval, Montreal and Longueuil, union leaders, the Union des artistes, farmers, elected representatives and former ministers, everyone. They stand united, a front uni as the Journal de Montréal put it.

Business of Supply  Madam Speaker, I cannot tell you that I thank my colleague for his question. It makes no sense. They know nothing about health care, and that is fine. They are not bad people; it just is not their responsibility. Quebec and the provinces are the ones that understand. Under the Constitution Act, 1867, the provinces are responsible for health care.

Business of Supply  Madam Speaker, after the Canadian Armed Forces finished their work in Quebec, they produced a report. By the way, I salute the Canadian Armed Forces, and we thank them for the work they did. However, let us not forget that Quebeckers pay their share for the military. That report revealed that the problem was not with standards but with a lack of resources.

Business of Supply  The Liberals spent $500 million on health care out of $300 billion of total spending. That is 15¢ out of $100. My colleague says that 80% of the money came from the federal government. Of course it dit; the federal government has the most money. It holds the purse strings. There is a lot of Quebeckers' and Canadians' money in that purse, but the services that the federal government has to offer are more limited compared to the provinces and Quebec.

Business of Supply  Madam Speaker, before I begin, I would like to highlight the extraordinary work of our health care workers. I have no doubt that everybody here has had the experience of seeing a loved one in the hospital, or of being hospitalized themselves. They must have noticed how hard these people work.

Fall Economic Statement  Mr. Speaker, the COVID-19 crisis is a health crisis. Health care is the jurisdiction of Quebec and the provinces. The provinces and Quebec have been hammered by this crisis. Quebec alone is $3 billion short to meet the excessive demand caused by COVID-19. The federal government has slashed health transfers year after year.

Health  Mr. Speaker, in a few hours, the government will be delivering its economic update. Perhaps we will find out at that time how the government plans to jumpstart the recovery. Regardless of the measures it takes, it is impossible to jumpstart the recovery if we are still in the midst of a pandemic.

Health  Mr. Speaker, we still do not have an answer. Quebeckers have been in lockdown and have been making sacrifices for eight months. There is no end in sight to the pandemic, given that there were 1,333 cases today. People are losing their jobs, their businesses, their health and their lives.

Health  Mr. Speaker, Émile de Girardin once said, “Governing means looking ahead.” I believe the government members have no idea what that means. We have been waiting for months. The federal government should have closed the borders quickly to halt the spread of the virus. It did not. It should have approved rapid testing to prevent the second wave.

Health  Mr. Speaker, while the Government of Quebec is trying to plan for the COVID-19 vaccine, it has yet to hear anything from Ottawa. It was not until this week, in November, that the federal government said that we would not have a vaccine before or after Christmas. Come on. Quebeckers have been making huge sacrifices for eight months now.

Employment and Social Development  Mr. Speaker, there have been discussions among the parties and I believe you will find that there is unanimous consent for the following motion: That the House of Commons urge the government to ensure that the obligations of online undertakings to invest in Canadian creation and production in the new Broadcasting Act set a minimum investment threshold for creation and production of no less than 40% for original French-language production and no less than 5% for original Indigenous-language production.

Intergovernmental Relations  Mr. Speaker, today the appeal court began hearing the challenge to Quebec's Bill 99 on its right to self-determination. The Bloc Québécois would like to reiterate that the Quebec people have an inalienable right to self-determination. We want to reiterate that democracy means 50% of the votes plus one vote.

COVID-19 Emergency Response  Mr. Speaker, when the government extended the Canada emergency wage subsidy until next summer, the Bloc Québécois proposed an amendment to cut off access for political parties. The government voted against that, supposedly because it did not like how we worded the amendment. I gave the Liberals two weeks to get back to me with wording that would suit them, but I have had no response.
