Criminal Code  We were opposed to that motive of the government to lump in those kinds of crimes, and I think that is a section that absolutely needs to be looked at. Again, I will have to go back to my comments on Bill C-39. We hope that with the government purporting to be serious about criminal justice reform, we get to see some movement on these important bills coming in the near future.

Petitions  In the first petition, petitioners recognize that in 2008, the House of Commons adopted a motion in support of the United Nations declaration on the rights of indigenous peoples, and that the truth and reconciliation commission has called on this in their calls for action. Justice committee  Thank you, Chair. In the summer, when I first read through Bill C-51, my eyes passed right over section 176 being repealed. It didn't really cause much of an issue until I started receiving a trickle of correspondence, which has now evolved into an absolute avalanche.

Petitions  I have to recognize my colleague, the hon. member for Nanaimo—Ladysmith, because the petitioners are calling on the government to support her Bill C-352, and to immediately get the federal government to be a main player to do some much-needed work to clean up our coasts. We are a coastal nation, and this is needed by many constituents, both in my riding and across this great country.

Democratic Reform  He stated that by not having a cap on the length of an election, the level playing field between parties can be compromised. He has recommended that there be a maximum of between 45 to 50 days. My bill would fit perfectly within that range, with a 46-day cap. With those reasons in mind, I come back to the first part of my question. I simply ask the parliamentary secretary for a clear answer on this.

Canada Labour Code  In the previous Parliament, my colleague from Rosemont—La Petite-Patrie, in the 41st Parliament, introduced similar measures, and that is why he made that reference in his speech. It was Bill C-307. While it is unfortunate that Bill C-307 was struck down at its second reading in the previous Parliament, I am glad to see my colleague continuing this fight with Bill C-345. Bill C-345 would expand on the goal of Bill C-307 by allowing pregnant employees and nursing employees to benefit from better programs between the provincial and federal maternity coverage if an agreement has been reached between the Minister of Employment, Workforce Development and Labour and a provincial or territorial government.

Business of Supply  As I mentioned in my introduction, the legislation that was passed under the previous government, Bill C-26, made it possible for the government to create an online public database. The Conservatives, with this motion, are pushing the Liberals to go forward with this publicly available database.

Controlled Drugs and Substances Act  The Conservatives recently copied the NDP's call to declare the opioid overdose crisis a national health emergency, yet the Conservatives blocked our attempt to move Bill C-37 swiftly through the House in December, which would have saved lives faster. If we look at some of the main points in Bill C-37, it would simplify the process of applying for an exemption that would allow for supervised consumption, which has been shown to help people take care of their issues.

Business of Supply  I did work for former MP Jean Crowder as a constituency assistant, so I did have some awareness of what was going on in the previous Parliament. The member is correct that we supported Bill C-26. However, as I identified in my speech, we did have a few issues with the bill. We tried to move some specific amendments to make it stronger, in our view. As to what has happened since June 2015 until now, I did mention in the conclusion of my speech that Public Safety officials and the RCMP are currently conducting a review.

Controlled Drugs and Substances Act  Madam Speaker, Bill C-37 was introduced in the House in December, and here we are in May. I think questions about the delay of this legislation coming forward are quite legitimate. My friend and colleague, the member for Vancouver Kingsway, has stood in this House as the NDP health critic, and in public, on numerous occasions and has asked the health minister and the Liberal government why they have not used the resources of the federal government to declare a national health emergency under the Emergencies Act.

National Security and Intelligence Committee of Parliamentarians Act  In other words, the ability of parliamentarians to provide oversight on a bill dealing with oversight has now been curtailed by the government. Bill C-22 cannot be debated without being properly placed in the context of Bill C-51 from the 41st Parliament. Bill C-51 was one of the most draconian pieces of security legislation to emanate from the previous Conservative government.

Controlled Drugs and Substances Act  I am glad to see that the Conservatives recently joined us to declare the opioid crisis a national health emergency, but when we attempted to move Bill C-37 through the House quickly to deal with the problem, Conservatives attempted to block it. I am just wondering what the member's reasoning was for that blocking.

Committees of the House  Before I start, I would like to commend the hon. member for Mississauga—Streetsville because I believe his intent behind the bill was very noble. Bill C-247 was designed to allow police officers to use passive ambient air alcohol detection devices to basically detect alcohol in the air near a driver's mouth during roadside sobriety checks.
