Salaries Act  Madam Speaker, the first issue is a bit of a geography lesson. Members from the Conservative Party like to refer to the Minister of Innovation, Science and Economic Development as “the member for Toronto”. I think his constituents would be surprised to learn they live in Toronto.

Salaries Act  Mr. Speaker, in listening to the hon. member's speech, she was seemingly twisting herself into knots, both arguing for pay equity and, in this specific case, against it. I will give her the example of the Minister of Science, who is responsible for universities across the country, and research and granting institutions worth billions of dollars.

Business of Supply  Mr. Speaker, I would like to thank the hon. member for his passionate speech on the topic. I have been listening throughout the day, and one of the interesting things I have not heard from the opposition, in terms of radicalization, is radicalization among the far right. I am wondering why we have not really heard the condemnation of that, which has led to terrorist activity in Canada, most recently in Quebec City.

Business of Supply  Mr. Speaker, I would like to thank the hon. member for her speech, and for her assistance in the procedure and House affairs committee recently. She spoke a lot about her riding and the issues facing her constituents and about working for those who are most vulnerable, which is what we are here for.

Business of Supply  Mr. Speaker, I would like to correct one point by the hon. Conservative member when he talked about party leaders dressing up. It was interesting to see the hon. Conservative leader dress up as a Star Trek commander. It is nice to see the Conservatives interested in science. That said, the hon. member started her speech by saying that we are wasting our precious time.

Business of Supply  Mr. Speaker, I would like to thank the hon. member for his speech. It was interesting, kind of all over the place, as if it was written by a Conservative talking points generator, going from one hit to the next. What the hon. member did not mention was an economy that is on fire, that is performing the best in the G7.

Vimy Ridge Oak  Mr. Speaker, last week I was pleased to join Principal Gretsinger and the students and staff of Oakridge Public School to plant an English oak sapling. However, this was no ordinary oak sapling. As Callie Germain, an Oakridge student, noted, the Battle of Vimy Ridge was a significant moment in our collective history, a defining moment for Canada.

Cannabis Act  I will do one better, Mr. Speaker. My wife is a paediatrician, so I do hear it at home, and the hon. member is correct that individuals under the age of 25 should not use cannabis. However, prohibition has not worked. The Conservative Party said that we have tried nothing, and that has not worked, and there is no other plan available for Canadians.

Cannabis Act  Mr. Speaker, the lead person behind this plan to regulate and control cannabis has been the hon. parliamentary secretary to the ministers of health and justice, a member of Parliament. Before he was here, he served 40 years in his community as a police officer and as the chief of police.

Cannabis Act  Mr. Speaker, the Conservatives say we are moving too fast on this legislation and the New Democrats say we are moving too slowly, so we must be doing it at the appropriate speed. This was a campaign commitment we made to Canadians and, quite plainly, we are fulfilling that commitment.

Cannabis Act  Mr. Speaker, I am pleased to speak today in support of Bill C-45, the proposed cannabis act as amended by the Standing Committee on Health. I support this legislation, in particular because Canada's historic approach to dealing with cannabis is simply not working. My remarks today will focus on why the status quo is failing Canadians, especially our youth.

Cannabis Act  Mr. Speaker, the hon. member talked about cannabis as an intoxicant, and he is correct. He said it impairs, and he is right about that. He said it has potentially adverse impacts. He is right about that. He also said that innocent people will be killed, and that is his rationale for wanting to continue with prohibition.

Health  Mr. Speaker, our government has committed to legalizing, strictly regulating, and restricting access to cannabis. Through a public health approach, we are maximizing education and minimizing harm. Can the Minister of Health please update the House on her efforts to raise awareness of cannabis, particularly for young people, and of the risks of cannabis use?

Business of the House  Mr. Speaker, there have been some discussions among the parties and if you seek it, I think you will find unanimous consent for the following motion. That, notwithstanding any Standing Order or usual practice of the House, when the House adjourns on Thursday, November 9, 2017, it shall stand adjourned until Monday, November 20, 2017, provided that, for the purposes of Standing Order 28, the House shall be deemed to have sat on Friday, November 10, 2017.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, I would like to ask the hon. member about the indexing of the Canada child benefit in the budget implementation act. We know the Canada child benefit has had positive impacts across the country, including in the hon. member's riding. Could he could tell us what he has heard from his constituents about its benefits for low and middle-income Canadians, such as reduced child poverty, and if he is happy to hear it will be indexed in the future?
