Judges Act  Madam Speaker, I thank my colleague for her speech. I heard many things that really resonate with me, namely respect for women's bodies, their right to not suffer genital mutilation, and the fact that they do not have to enter into a forced marriage. All of this really speaks to me, but there is still one issue remaining, something that was not named.

Judges Act  Mr. Speaker, as I mentioned at the outset, I do not think that Bill C-3 will solve all the problems. However, the fact that the training will be offered to all superior court judges could, in some way, help restore the confidence of victims in the justice system and, as I was saying, that may open the door to more avenues of recourse.

Judges Act  Mr. Speaker, generally speaking, training is never a bad thing. As I mentioned, judges already receive training on a plethora of other subjects, and it does not skew their reasoning. Furthermore, the training will be for superior court judges. If a judge is perceived as being biased, here is what I can say.

I was hoping to talk about this issue in a broader sense, so I thank him for doing so and reminding us that the bill may be useful in many ways. The Bloc Québécois has acknowledged that systemic racism exists, including towards indigenous people.

I have a question for my hon. colleague from Rivière-du-Nord, who has seen several iterations of the bill and reiterated the urgency to quickly pass this one. Is it all the more urgent because we have only just returned from prorogation and we are in a period of uncertainty?

COVID-19 Emergency Response  Mr. Speaker, Quebec is in the midst of the second wave of the COVID-19 pandemic. The restaurant and bar industry is in jeopardy. Bars and restaurants are SMEs that managed to hold on during the first lockdown, but today thousands of them are at risk of going bankrupt. Yesterday, Quebec announced that it would help with fixed costs for businesses in red zones that have to close their doors.

COVID-19 Emergency Response  Mr. Speaker, I heard nothing about assistance for SMEs, but I will continue. There is one thing we should not forget: taking out loans means going into debt, and that is no longer an option. The government twice promised to help businesses affected by COVID-19, such as restaurants and bars.

Judges Act  Mr. Speaker, I would like my colleague to tell us about the training being suggested. We need to provide judges with not just initial training, but continuing education as well. That would allow justices to enhance their knowledge over time and adapt to different realities. As the issue of sexual assault evolves, so will the law and training.

Resumption of debate on Address in Reply  Mr. Speaker, I was going to ask a question about that as well. As the saying goes, “well done is better than well said”. It is good to have kind words for racialized people, people who face discrimination, but it is even better to take concrete action. I too would like to know what the government plans to do about drinking water.

Resumption of debate on Address in Reply  Madam Speaker, I heard my colleague say that he has been waiting a long time for a day care system. If he were in Quebec, he would have had his wish, since Quebec is a leader in this area. Quebec also has a drug insurance plan that could have enhanced coverage if a federal program were implemented and Québec had the right to opt out with full compensation.

Points of Order  Mr. Speaker, during question period, I noted that several MPs and certain ministers were not wearing the headsets provided by the House. I would like to remind them, through you, that they are not being asked to wear them solely on our behalf, but that it is also for their own health, as the headsets protect against the many acoustic bursts, which, despite all efforts, continue to occur.

Health  Mr. Speaker, 81% of Quebeckers want the government to increase health transfers. That figure is 73% among Canadians. The Quebec National Assembly has unanimously demanded an increase, and that is 100% of its members. All provincial premiers want an increase in health transfers. In other words, everyone in Canada and Quebec wants money for health care to win the battle against COVID-19.
