First Nations, Inuit and Métis Children, Youth and Families Act  Mr. Speaker, I want to thank my colleague for his passion on this file. As 55% of those in foster care are indigenous, it is the bill's intent to return the governance of family services to indigenous people. However, I noted that there was no funding associated with this in the bill.

Cruelty-Free Cosmetics Act  Madam Speaker, when it comes to aligning it with other countries, again there is a polarity of views. Within our own caucus, there were people who were strongly in favour and people who were strongly opposed. There seems to be a fear that this would creep and end up infringing on other people's individual rights to hunt and fish, and that it would also get into the area of animal welfare with respect to farming.

Cruelty-Free Cosmetics Act  Madam Speaker, the bill confines everything to the testing on animals for cosmetic products. It does not do anything to the definition of what is cruelty or what is not cruelty. It is just talking about the use of animals specifically in testing. Therefore, I do not believe it would progress as the member is concerned about.

Cruelty-Free Cosmetics Act  Madam Speaker, when I first received the bill, it was the end of the summer parliamentary session. I left the session early with pneumonia, and when I returned in the fall, I was surprised to find so much disagreement on the bill. There were amendments one group wanted that another group could not agree with, so discussions went on until December.

Cruelty-Free Cosmetics Act  moved that Bill S-214, An Act to amend the Food and Drugs Act (cruelty-free cosmetics), be read the second time and referred to a committee. Madam Speaker, it is a pleasure to rise today to speak to Bill S-214, a bill that was introduced in the Senate by Senator Stewart Olsen.

Natural Resources  Mr. Speaker, the Liberal government is opposed to Canadian energy. The Prime Minister said that he wanted to shut the oil sands down. The Liberals' no more pipelines bill, Bill C-69, will be devastating to any future development. They promised to build the Trans Mountain expansion immediately, but there are still no shovels in the ground.

Petitions  Madam Speaker, this petition highlights the issue of religious freedom in Afghanistan. The petitioners call on the government to do more to support religious minorities in Afghanistan, in particular the Hindu and Sikh minorities. Canada has a special relationship with Afghanistan because of the contributions of our soldiers.

Diabetes Awareness Month  Madam Speaker, I am pleased to rise today to speak to Motion No. 173 designating diabetes awareness month. The motion reads as follows: That, in the opinion of the House, the government should recognize that one in four Canadians is living with diabetes or pre-diabetes, and, without treatment, diabetes can result in life-threatening complications, and that diabetes awareness and education can help identify early signs of diabetes and prevent onset for millions of Canadians, and that as the birthplace of insulin, Canada should be a leader in diabetes awareness by declaring November of every year as Diabetes Awareness Month.

Diabetes Awareness Month  Madam Speaker, I thank the member for Brampton South for this motion and for her tireless advocacy on behalf of those suffering with diabetes. I was on the health committee that brought forward that unanimous report with recommendations. One of those recommendations was that the government support Diabetes Canada in its diabetes 360° plan.

The Environment  Mr. Speaker, the Prime Minister pretends he has a plan for addressing climate change, but he has a tax plan; that is the carbon tax plan, and we know this will not do anything to lower emissions. How do we know this? Well, B.C. and Quebec have both had a carbon tax for a decade and their emissions have not gone down; they have gone up.

Questions Passed as Orders for Returns.  With regard to the $1.5 million grant provided by the government to La Passerelle I.D.E. by Public Safety Canada under the Crime Prevention Action Fund: (a) how much of the grant has been paid out to date; (b) what was the original purpose of the grant; (c) does the government believe that this money has been spent appropriately by the receiving organization and, if not, does it plan to recover any of the funding; (d) what specific action has the government taken with the organization to ensure that the money went towards its intended purpose; and (e) is the government concerned with the report in the Toronto Star that innocent women who are not sex workers have had their names put forward by the organization and, if so, what action has the government taken in response?

Royal Canadian Mounted Police Act  Mr. Speaker, one of the concerns I have with the legislation has to do with the length of time it would take to respond to a complaint. As I understand, it can be many months, if ever, before a person gets a response to a complaint about CBSA. By putting in place a parallel system, allowing for two different ways to complain, with two different trees, so to speak, that have to stay in communication with one another so everyone knows what is going on, I am concerned that it could take even longer to get an answer.

Justice  Mr. Speaker, let us talk about job losses under the Liberals. Here are the facts. The SNC-Lavalin scandal resulted in the firing of two respected and competent ministers. The SNC-Lavalin scandal resulted in the resignation of two top advisers to the Prime Minister. Long before these terminations and resignations, Ben Chin, the finance minister's chief of staff, was attempting to undermine the independence of our justice system.
