Canada-Panama Economic Growth and Prosperity Act  Mr. Speaker, I am pleased to rise here in the House today to talk about the Canada-Panama economic growth and prosperity act. Our government recognizes that trade and investment are the cornerstone of our economic success as a nation. In Canada, 60% of our GDP and one in five jobs depend on trade.

Business of Supply  Madam Speaker, this is such a timely debate. It is unfortunate that this debate did not happen many years ago. When I look back at history, we need to refocus our talk on the kids. This is important for them. We want to make sure that kids get the proper education they deserve in a fashion that is accountable and bankable.

Agriculture and Agri-Food  Mr. Speaker, our government's top priority remains the economy, in which agriculture plays a vital role. This week the Prime Minister and the Minister of Agriculture and Agri-Food are in China to promote the strong trade relationship between our two countries. China is Canada's largest export market for agricultural products, including canola.

Pooled Registered Pension Plans Act  Mr. Speaker, that type of language does not working necessarily for moving this legislation forward. It is actually very interesting that the member talks about this because in n the PRPP there can be third party providers and it can be a variety of different agencies. It could be a bank or a credit union.

Pooled Registered Pension Plans Act  Mr. Speaker, I guess the hon. member was not listening. I was actually talking about CPP and what would happen if we were to raise CPP, which is that it would actually kill jobs. That is why we did not want to see that. Again, in looking at what was in my speech and what I said, I was very clear.

Pooled Registered Pension Plans Act  Mr. Speaker, it is nice to have a question in regard to the bill. I must commend to member for sticking to the topic, which is Bill C-25, the PRPP. In Saskatchewan, the importance is very huge. We do see employees change jobs, one to another, especially the younger they are. If people have a job when they are 25 and start a PRPP, they can keep moving that.

Pooled Registered Pension Plans Act  Mr. Speaker, it is a great privilege to be here today to speak to Bill C-25, the pooled registered pension plans act. Before I start, I want to thank the Minister of State (Finance), the member for Macleod, for his work on this in close cooperation with the provincial ministers of finance.

International Trade  Mr. Speaker, Canadians gave our Conservative government a strong mandate to stay focused on what matters: creating jobs and economic growth. On Monday, the NDP said that it would vote against the Canada-Panama economic growth and prosperity act. Yesterday, when the Canada–Jordan economic growth and prosperity act was debated, the NDP trade critic said that the NDP had issues with the bill and suggested that the NDP would not move forward on this agreement.

Citizen's Arrest and Self-defence Act  Madam Speaker, I take exception to that question, because committees follow a process that is perceived to be balanced and fair. I do not see that process changing with respect to this piece of legislation. It will come through the House and go to committee, and there will be a chance to do a report or a study on it.

Citizen's Arrest and Self-defence Act  Madam Speaker, I appreciate the member's intelligent question. It was actually one of substance. We have to look at the situation, and I am not familiar with the entire situation. Clearly we are not going to allow a group of farmers to get together the next day and form a posse to go after somebody.

Citizen's Arrest and Self-defence Act  Committees do work, Madam Speaker, and I said that four or five times in my presentation. If members have amendments, they should bring them forward at committee. There is a process involved in the development of legislation, and it is through committee. If amendments are based on politics and are not in the best interests of Canadians, then it is true that they will not go far, but if they are true, legitimate amendments that Canadians want, then the House would consider them closely.

However, before I do that, I want to wish my constituents a happy and merry Christmas and a safe holiday season. I also want to relay those best wishes to my colleagues here in the House. It is great to work with them.

Saskatchewan  Mr. Speaker, what a year it has been for Saskatchewan. In May we witnessed the election of a strong, stable Conservative majority government, ready and willing to implement promises it made in the election. This was followed by the Saskatchewan Party's landslide election win, in which the socialists were reduced to nine seats.

Canada-Panama Economic Growth and Prosperity Act  Mr. Speaker, I appreciated listening to the member for Malpeque talk today. I can remember being down in Washington with him a couple of years ago when we were fighting together for our farmers, fighting against the country of origin labelling on which the WTO backed us. I know the member has great passion and great understanding for the agriculture industry.
