I was wondering if he could tell the House what he has heard from other chiefs of police and what the government is doing to assist police forces in implementing the legalization of cannabis.

Budget Implementation Act, 2017, No. 2  Madam Speaker, the hon. member talks about reducing of poverty. The government came forward with the Canada child benefit. It has had a significant impact on child poverty, and it will be indexed to the cost of inflation in this new budget implementation bill. I know it will improve the lives of my constituents who are struggling.

This will have results. Our plan is having results and it is working. We have the fastest-growing economy in the G7. I hope the member supports the budget implementation bill.

What is important to the residents of St. Catharines is getting Canadians to work, getting Canadians to benefit not only within Canada but abroad. We are an exporting nation.

Budget Implementation Act, 2017, No. 2  Madam Speaker, the number comes from the Library of Parliament's independent study on that. The member talks about “being rich”. It is rich that he would criticize the CCB. I believe that the plan the NDP ran on would have lifted 80,000 children out of poverty. However, a fight for austerity and to balance the budget at any cost was not a message that resonated with Canadians.

Budget Implementation Act, 2017, No. 2  Madam Speaker, I am pleased to rise today to speak in favour of the budget implementation act to implement the second phase of the plan that the minister and government laid out for Canadians in budget 2017. Two years into our mandate from Canadians, it is abundantly clear that the plan we laid out, which the Minister of Finance has been executing, is working.

Salaries Act  Mr. Speaker, I have heard a number of Conservatives refer to the Minister of Innovation as the minister from Toronto. We would be more than happy to bring forward a map for hon. members on the other side, because his constituents would think differently about where they are from.

Salaries Act  Mr. Speaker, a central focus of the member's concern about the bill was memoranda to cabinet. Within our government, with our Prime Minister, all ministers within the ministry can provide a memorandum to cabinet. I was wondering if, given that fact, it changes the hon. member's view of the bill, as that was a central focus of concern for her.

Salaries Act  Mr. Speaker, the hon. member raised a couple of concerns. First, she said that this bill is not important, which we will have to agree to disagree on. I am wondering if she could point to when she expressed concern about the previous government twice amending the Salaries Act.

Salaries Act  Mr. Speaker, the member keeps referring to the minister from Toronto. I believe he is referring to the Minister of Innovation, Science and Economic Development. I think his constituents would disagree with that title, because it is a completely different city. I am not sure why he is referring Toronto in the pejorative.

Salaries Act  Mr. Speaker, I have noticed in my two years here that, depending on the issue, we get criticized by the opposition for consulting Canadians on one hand, and then on the other hand when there is significant consultation, we get criticized for not consulting enough. That is interesting considering we followed a government that did not really consult at all.

Salaries Act  Mr. Speaker, the bottom line is that the ministers around the cabinet table provide equal voices. There are issues of significant importance to this government. The work that the current Minister of Employment, Workforce Development and Labour did when she was the minister responsible for the status of women to raise the issue of gender-based violence was incredible.

However, I will address the main part of her question, which is on the timing. The ministry was appointed a month and a half before Parliament even sat.

Salaries Act  Mr. Speaker, I will repeat my answer to the previous question. This is about our commitment to Canadians, and what the Prime Minister stood for was a cabinet that was equal and balanced and wherein all voices at the cabinet table were equal in being brought forth. The ministry, and the legislation that reflects the ministry, should reflect the commitments and the priorities of Canadians, and should allow for more flexibility for this Prime Minister and future prime ministers, as priorities change and issues come up.

Salaries Act  Mr. Speaker, I am pleased to speak in support of Bill C-24, a bill that would formalize in statute the one-tier ministry that was sworn in on November 4, 2015, and ensure that this government and future governments have the flexibility to deliver on their commitments to Canadians.
