Standing Orders and Procedure Mr. Speaker, I think many of us agree that it would be useful to be able to vote electronically, particularly because it would be faster and would cost taxpayers less. Electronic voting would allow us to vote faster in situations where we have to rise, something that takes at least 20 minutes.

Canadian Environmental Protection Act, 1999 Mr. Speaker, one of the reasons I ran for office was so that I could work to improve our relationship with the environment and help leave a sustainable planet for future generations. Bill C-204 on the disposal of plastic waste is a step in the right direction. I will give an overview of the plastic waste situation, suggest solutions and close by talking about our moral, international, intergenerational and economic responsibilities.

Health Mr. Speaker, the Prime Minister and U.S. President Joe Biden talked about vaccination last Friday. The Prime Minister's Office released the following information: “They discussed collaboration on vaccines and acknowledged that the two countries’ efforts are strengthened by...the flow of critical medical supplies.”

Health Mr. Speaker, just like us, the government needs to be looking for solutions. The Major-General in charge of vaccine supply recently announced that Pfizer deliveries will be delayed once again. Our expectations for next week were pretty low to begin with, and now we are being told that we will get even fewer doses the week of February 8.

Canada-United Kingdom Trade Continuity Agreement Implementation Act Madam Speaker, I want to thank my colleague from Humber River—Black Creek for her speech. My colleague just mentioned that often because of their size, SMEs have not been able to take advantage of certain agreements and have not had access to information, tools and so forth. What solutions have been proposed to better inform and equip our Quebec and Canadian SMEs?

Health Mr. Speaker, the federal government is unable to confirm today that it will receive doses of the Pfizer vaccine next week. A government with foresight seeks solutions to help its people, does it not? We know that there are delays in procuring the Pfizer vaccine as a result of work being done on the plant in Belgium.

Health Mr. Speaker, Quebec mobilized its health care resources to organize a massive vaccination campaign, the largest in history. However, not one dose was delivered this week. Not one. Quebec did everything in its power to vaccinate people, but Ottawa once again failed in its responsibility to procure vaccines for Quebeckers.

2016 Attack in Ouagadougou Mr. Speaker, five years ago, on January 15, 2016, there was an attack on Ouagadougou, the capital of Burkina Faso. That traditionally peaceful country was plunged into abject violence entrenched in politics and religion. This attack reverberated all the way to Quebec, because six people from Lac‑Beauport were killed.

Economic Statement Implementation Act, 2020 Madam Speaker, I thank my colleague for his speech. He talked about seniors, families and workers, among other things. My question is on students, who are suffering during the pandemic from a mental health and financial perspective. The bill would suspend interest on Canadian student loans.

Public Services and Procurement Mr. Speaker, this government is working against Quebec in shipbuilding. It is cutting the Davie shipyard out of a $2-billion contract and giving it to Seaspan in Vancouver. However, Seaspan previously had this contract for six years and did nothing in those six years. In fact, the contract was taken away from Seaspan last year, in 2019.

Public Services and Procurement Mr. Speaker, 3% is the share of contracts that Quebec has obtained under Liberal leadership. Quebec is the second-highest tax-paying province. It has the largest shipyard in Canada, yet we are not able to get more than 3% of the contracts. We are being robbed of a contract by a shipyard that already proved itself incapable of fulfilling it.

Public Services and Procurement Madam Speaker, inexplicably, the government has not yet awarded the contract for the John G. Diefenbaker icebreaker to Davie. That ship should have been built three years ago. Ottawa even had to take the contract away from the company that had won it because it could not start construction.

Public Services and Procurement Madam Speaker, Davie has received less than 3% of the contracts to date. Ottawa withdrew the John G. Diefenbaker contract from Seaspan because it was unable to complete it. In exchange, the government awarded Seaspan a contract for 16 small vessels. Davie can fulfill this contract now, but Ottawa would rather give the contract back to the company it took it away from.
