Oil Tanker Moratorium Act  Mr. Speaker, when I hear Conservatives talk about the energy sector, one of the things that strikes me is that there would be no energy sector in Canada without the Liberals. There would be no energy sector in the Athabasca oil sands without the Liberals, because Pierre Trudeau's government put measures in place to encourage development, and, through using the tax system, made sure that development occurred.

Prompt Payment  Madam Speaker, I have good news. I am referring to our record on prompt payment for construction industry contractors and subcontractors. We intend to introduce legislation on prompt payment as our government and I, as the member for Gatineau, believe that this is a crucial file that affects the contractors and subcontractors in my riding and across Canada.

Public Services and Procurement  Mr. Speaker, I thank my hon. colleague for her question. Fixing Phoenix pay system problems remains our highest priority. We have dedicated human, technological, and other resources to fixing the problem. All I can say is that we will not comment on a case before the courts. What we can say to reassure public service employees is that we are committed to looking after them, to fixing the Phoenix problems, and to cleaning up the mess the government left behind.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, one particularly good thing in this year's budget is the substantial increase to the Canada workers benefit. One of the biggest complaints I hear from business owners when I am walking around my riding has to do with finding skilled workers. We must expand the labour market and make choosing to work more appealing.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, lessons on deficit and debt from the Conservative Party are lessons that we do not normally take. The last balanced budget presented in this House was, of course, presented by a Liberal government. It was absolutely a pride to create a fiscal situation that benefited the previous government when it was first elected.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, we made a commitment in the last election, one that we are working hard to fulfill. That commitment was for automatic enrolment of the people my colleague was talking about. There are indeed people who do not file tax returns. However, we encourage everyone to file a tax return so that we can determine whether they are eligible for benefits.

The Budget  Madam Speaker, that speech was delivered with so little passion, I have to conclude that the member did not even believe it himself. Let me just fact-check a couple of things. The first thing we did was lower taxes for the middle class, hundreds of dollars a year. Then we made sure nine out of 10 Canadian families got an extra bonus through the Canada child benefit.
