Justice committee  Okay. Thank you. In proposed paragraph 430(4.101)(c), you refer to buildings or structures that are used for “administrative” activities or events. Is this limited to public administration? Or is it for administration more generally? Do you see a need to provide a definition for additional clarification there?

Justice committee  I think your bill has laudable goals, but my concern overall is that we seem to be fixing individual trees and losing sight of the forest. If you look at Bill C-16 and the Criminal Code, you will see that there are also provisions there for prohibiting discrimination based on sex. Your bill also forgets to include that particular part. Is that something that you were made aware of, or is that another oversight?

Abandoned Vessels  I want to point out to my Liberal colleagues that a number of them still sit in the House today who voted in favour of that bill, Bill C-638. Of note, the current Minister of Fisheries and Oceans, the Minister of Transport, the Minister of Indigenous and Northern Affairs, and the Prime Minister are all on record as having voted for that legislation, and I will expect to see their votes stand up in this Parliament when we get to Bill C-219.

Budget Implementation Act, 2016, No. 2  Madam Speaker, in the course of debate on Bill C-29, and even in its predecessor, the previous budget implementation act, there are measures in this budget that we can support. Whenever we are looking out for consumers and making sure they are being protected against nefarious business practices, we can absolutely get behind measures like that.

Budget Implementation Act, 2016, No. 2  Speaker, it truly is an honour to stand today on behalf of the hard-working residents of Cowichan—Malahat—Langford to debate Bill C-29 at report stage. It is very unfortunate that I am doing so under the yoke of time allocation. I feel that today's motion to limit the ability of members of Parliament to give viewpoints on behalf of their constituents was truly a reprehensible motion.

Questions on the Order Paper  With regard to the Canada Pension Plan (CPP) retroactive payments for late applications for the years 2011 and 2016: (a) how many requests for retroactive payments have been made, broken down by year and province; (b) how many requests for retroactive payments have been outside the 11 month maximum, broken down by year and province; (c) how many court cases were brought against the government between 2011 and 2016 in order to gain monetary compensation past the 11 month maximum; (d) of the court cases in (c), what were the total legal costs to the government; and (e) what was the total amount of unclaimed CPP payments lost to claimants due to the 11 month retroactive payment limit, broken down by year and province?

Budget Implementation Act, 2016, No. 2  Once again, we see that Liberals seem to be emulating the Conservatives with another omnibus bill. This one is tipping the scales at a good 231 pages, while the previous one, which was Bill C-15, was 179 pages. I remember debating Bill C-15 in June when it came before us for third reading. That bill changed 30 different statutes. I remember that the NDP at that time argued that several portions of the bill should be split so that members in this House could do their due diligence, both here in the House and at finance committee.

An Act to establish the National Security and Intelligence Committee of Parliamentarians  I would like to congratulate my friend from Esquimalt—Saanich—Sooke. Yesterday he introduced Bill C-303, which would repeal Bill C-51. That is a great step. I am glad to see us living up to our election promises for once. The Liberals can earn the trust of Canadians by voting for that legislation or otherwise living up to their electoral promises.

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  However, if we look at the facts surrounding the introduction of the bill, on October 30 the Prime Minister signed CETA at the EU-Canada Leaders' Summit, and it was only two days later that the implementing legislation, Bill C-30, was introduced in Parliament. This rushed process violated the government's own policy on the tabling of treaties in Parliament, which requires the government to table a copy of the treaty, along with an explanatory memorandum that outlines the key components of the treaty, at least 21 sitting days before we debate.

Two days later Bill C-30 was put forward as the implementing legislation. This process violated the government's own policy on tabling treaties in Parliament, which requires the government to table a copy of the treaty, along with an explanatory memorandum outlining key components of the treaty, at least 21 sitting days before the legislation is presented.

Income Tax Act  They are the ones where the government can have a real influence. To the government's credit, it is bringing in Bill C-26, and it has made some amendments to the guaranteed income supplement, which deals with that third pillar of personal savings. If we allow seniors, especially in this unstable retirement environment, more freedom to choose how and when they withdraw their retirement savings, that is all the better for them.

Income Tax Act  We know today that the probability of a 71-year-old woman reaching her nineties is much higher than it was even 20 years ago. Shifting the conversation to Bill C-26, I realize that the Conservatives stand against this bill, but it more than likely has the votes to pass in this House. Would the member not agree that since the bill is going to pass, the government should at least amend its own bill to fix the provisions that unfairly penalize women with respect to that all-important pillar of government pensions for retirement security?

Justice committee  We have started to hear rumours that the government may have reservations about this bill. In fact, hearing that gives me a sense of déjà vu with you two because of Bill C-14. It feels we are here again. Senator Cowan, can you provide this committee with examples of where federal criminal law power is currently in statute, but may seem to be in provincial areas?

Canada Pension Plan  Then in another 10 years, another new government says that it is going to go in another direction. Bill C-26 is a very real effort. Yes, it is going to take a long time to get implemented, but it is taking that vision in several decades. Yes, it will only affect the kids of today, but I think those children will be very thankful that we had the foresight to act now before the problem went beyond this.
