Business of Supply  Madam Speaker, according to Jonathon Gatehouse at the CBC, Kevin Page, at the University of Ottawa's Institute of Fiscal Studies and Democracy, “can hardly make sense of the recent 223-page fall economic update, saying an evening spent parsing its charts, graphs and verbiage left him feeling like he had a hangover.”

Public Safety  Madam Speaker, report after official report continue to show that B.C. and Canada have a serious money laundering problem. A year and a half ago the Liberals announced more RCMP support to combat this crime. However, B.C.’s Attorney General just stated, “ I find this profoundly unfortunate, there has been no change or an increase in police officers dedicated to anti-money-laundering criminal investigations in the province.”

Canadian Net-Zero Emissions Accountability Act  Mr. Speaker, the Federal Sustainable Development Act was supported comprehensively by former Conservative environment minister John Baird. To the point made earlier by the Parliamentary Secretary to the Minister of Environment and Climate Change, the Conservatives supported the Federal Sustainable Development Act update in Bill C-57 in the last Parliament.

Canadian Net-Zero Emissions Accountability Act  Mr. Speaker, I am in complete disagreement with the member's characterization of the Conservative Party of Canada. In my speech, I outlined concrete things the Government of Canada could be doing right now. For Canada to be a leader on the environment, we need to address some of our competitive disadvantages, update the Canadian Environmental Protection Act and do things that will allow Canadians, our businesses and our private sectors to take meaningful action to improve the environment.

Canadian Net-Zero Emissions Accountability Act  Mr. Speaker, in 2017, my riding suffered massive forest fires. My constituents heard about the government's plan to plant a billion trees to protect the Bonaparte River, yet it has taken zero action. They would like to see concrete actions right now. Why does the government not move on that right now?

Canadian Net-Zero Emissions Accountability Act  Mr. Speaker, I will be sharing my time with the member for Calgary Centre. I am pleased to rise to speak to Bill C-12, an act respecting transparency and accountability in Canada's efforts to achieve net-zero greenhouse gas emissions by the year 2050. As I understand the legislation, there are generally five main objectives: one, require the government to produce three specific reports, namely an emissions reductions plan, a progress report and an assessment report with respect to future emissions goals, to be tabled in Parliament; two, provide for public participation; three, establish an advisory board to reach zero emissions; four, write a fourth report on financial implications through Finance Canada; and five, write a fifth report to be tabled every five years by the environment commissioner.

Agriculture and Agri-Food  Mr. Speaker, after trading away access to Canada's dairy market, our farmers and processors are still waiting on the Liberal government to honour its commitment on trade compensation payments. We want the date. When will the compensation be delivered to Canadian farmers and processors?

Housing  Madam Speaker, the Liberal government is failing first-time homebuyers. It promised its first-time homebuyer incentive would aid 20,000 Canadians in the first six months, but it only reached a quarter of that in seven months and it does not accomplish its primary objective to improve affordability in high-cost regions.

Questions Passed as Orders for Returns  With regard to the First-Time Home Buyer Incentive (FTHBI) announced by the government in 2019, between February 1, 2020, and September 1, 2020: (a) how many applicants have applied for mortgages through the FTHBI, broken down by province and municipality; (b) of those applicants, how many have been approved and have accepted mortgages through the FTHBI, broken down by province and municipality; (c) of those applicants listed in (b), how many approved applicants have been issued the incentive in the form of a shared equity mortgage; (d) what is the total value of incentives (shared equity mortgages) under the FTHBI that have been issued, in dollars; (e) for those applicants who have been issued mortgages through the FTHBI, what is that value of each of the mortgage loans; (f) for those applicants who have been issued mortgages through the FTHBI, what is the mean value of the mortgage loan; (g) what is the total aggregate amount of money lent to homebuyers through the FTHBI to date; (h) for mortgages approved through the FTHBI, what is the breakdown of the percentage of loans originated with each lender comprising more than 5% of total loans issued; and (i) for mortgages approved through the FTHBI, what is the breakdown of the value of outstanding loans insured by each Canadian mortgage insurance company as a percentage of total loans in force?

Canada Labour Code  Mr. Speaker, I would like to begin by thanking all of my parliamentary colleagues for their remarks today, and a special thanks to the member for Edmonton Riverbend for bringing forward this important piece of legislation, which I was honoured to jointly second. It is clear this matter is close to the member's heart, and I truly appreciated hearing the personal story behind the bill's creation and the accomplishment of implementing a compassionate care leave program in Alberta.

Petitions  Mr. Speaker, today I am presenting a petition regarding the ongoing human rights abuses in China toward the Uighur Muslim population. The petitioners are calling on the government to formally recognize that Uighurs in China have been, and are being, subjected to genocide, and to use the Justice for Victims of Corrupt Foreign Officials act, the Magnitsky act, and sanction those who are responsible for these heinous crimes.

Business of Supply  Madam Speaker, if Open Parliament serves me correctly, I would like to congratulate the member on his first speech in this Parliament. I really liked the real-world examples he gave of entrepreneurs creating wealth and good jobs in Canada. I hope in the future he stands and shares those types of stories more often instead of us hearing all the time from the member for Winnipeg North.

Business of Supply  Madam Speaker, I live close to the member for Burnaby South's riding. A big problem that his constituents face in Burnaby relates to the role of foreign buyers in the real estate sector. In the member's speech today he talked a lot about taxing Canadians, but what about taxing foreign purchasers of real estate who have exploited Canadian laws?

Petitions  Madam Speaker, today I rise to present a petition regarding the ongoing human rights abuses in China toward the Uighur Muslims. The petitioners call on the government to use provisions in the Magnitsky act to stop these human rights abuses.

Public Safety  Mr. Speaker, over a year ago, the expert panel on money laundering in British Columbia estimated that over $40 billion is laundered annually in Canada. The panel also highlighted that there are serious federal gaps, specifically with FINTRAC. This is a national problem requiring federal action.
