Taxation  Mr. Speaker, I rise tonight to follow up on a question I had asked the Minister of National Revenue last fall. In mid-October, the minister repeatedly told the House that nothing had changed regarding the disability tax credit. However, we all know that the CRA changed the forms that were used by doctors to establish the eligibility for that credit starting on May 2, and that the minister had defended these changes in writing based on letters sent to rejected applicants over the summer.

Taxation  Mr. Speaker, only with the Liberal government could someone speaking for it say that the government is pleased with its ability to make it easier for Canadians to access credits to which they are entitled even while rejecting 80% of the applications. Right up until May 2017, it had 80% approval; after May, it had 80% rejection.

Taxation  Mr. Speaker, I rise tonight in adjournment proceedings to follow up on a question I asked in the House in October. In October, the House was seized with a number of tax-related issues. The finance minister was dealing with the backlash over the small business tax changes he had recklessly brought in during the summer without much forethought.

This project was approved by the Liberal government and it is time for the minister and the Prime Minister to champion this project and quit just standing back and saying it will get built, as if repeating that enough times will make it happen.

Business of Supply  Madam Speaker, I would support responsible resource development wherever it can be found in Canada. I am pleased to hear my colleague from Timmins—James Bay speaking of responsible resource development and being on board with it. This whole business of so-called social licence is troublesome, especially in the context of this project.

Business of Supply  Madam Speaker, it is so ironic to hear the member say that somehow it is the Conservatives who are fomenting division on this issue. We have two provinces with leaders of the same party at war with each other, playing to their own bases, and we have a Prime Minister who has done absolutely nothing up to this point to get this pipeline built.

Business of Supply  Madam Speaker, today's motion was precipitated by the British Columbia government's decision to challenge the approval of the Kinder Morgan expansion, and it represents possibly the greatest challenge to the federation in a generation. There are a number of things at stake in this, whether or not we are a country united in the principle of the rule of law and the Constitution of Canada, the viability of any large national project, and the future for any responsible resource development.

Taxation  Mr. Speaker, I guess in the Liberals' world, when the government publishes a folio that says it will change how it deals with the taxation of employee benefits and then after a media storm of controversy quickly scrambles, backpedals, and changes it, that somehow the opposition is the confusing party and has misled Canadians.

Taxation  Mr. Speaker, I rise tonight in adjournment proceedings to talk about the answers that I received to a couple of questions back in October. For those who do not recall the events then, there was quite a bit of confusion over Thanksgiving weekend and the days that followed, when it was reported by The Globe and Mail that it was the intention of the Canada Revenue Agency to begin taxing the benefits of retail employees.

Business of Supply  Madam Speaker, I certainly do not disagree that there ought to be appropriate tax treaties. In my remarks, I did not criticize the existence of treaties. Indeed, treaties were signed under the previous government. I will also point out that I do not think there was any need to correct any part of the record of what I said, because I made no representation of what the law said around separation agreements.

We will just have to agree to disagree on whether the deductions should exist. I will grant the NDP members this. They have every right to be upset and to point out that this constitutes a broken promise.

Canada Revenue Agency  Mr. Speaker, when the Canada Revenue Agency changed its policy on the taxation of employee discounts, the minister denied responsibility. When it went after disabled Canadians and single parents, she also denied responsibility. When the Auditor General reported that the agency's call centre is an unmitigated disaster, she denied responsibility.

Canada Elections Act  Mr. Speaker, I assume they do not simply end the practice because they are addicted to the money that they raise. It is a successful practice. Second, they do not get conflict of interest. We have seen this from the Prime Minister. He has breached the act in four places, and they act like nothing is wrong with that.
