National Defence  Mr. Speaker, the government made clear in the last budget its intentions to re-equip our military. That will be done with the best interests of the Canadian military and Canadian taxpayers in mind. What I find interesting is that no matter how much the NDP says it supports the military, as soon as we actually want to spend money on the military, the NDP objects.

The Environment  Speaker, the leader of the Bloc Québécois can find his answer by reading the notice of intent on Canada's Clean Air Act. It recommends the possibility of having an emissions exchange. The government is clear on this: industries, not taxpayers, will have to cover these costs.

Income Trusts  Mr. Speaker, let us be absolutely clear. The commitment of this party was not that we would have no taxes for Telus. It was not that we would have no taxes for BCE. It was not that we would have no taxes for foreign investors, or no taxes for major corporations.

Justice  Mr. Speaker, as the hon. Leader of the Opposition knows, I have been clear for some time that the government will bring forward a motion for debate and for a free vote this fall. Beyond that, the hon. Leader of the Opposition is worried about the charter. Let me read the following quote to him: Pierre Trudeau believed the Charter of Rights and Freedoms would bring us together.

Softwood Lumber  Mr. Speaker, history is clear. This government and this Prime Minister took a position in April. It was September when the leader of the Bloc Québécois finally made a decision. This agreement has to be implemented as quickly as possible.

Government Appointments  I think all in this House agree that all religions in the world are full of people of good faith and goodwill who want to see a better world. That is why we are working with the Islamic Republic of Afghanistan to help clear that country of terrorist elements.

The Environment  Speaker, I gather there are some representatives of that project lobbying around the Hill today, so let me be absolutely clear. This government believes that the waters of Passamaquoddy Bay are Canadian waters. We have defended that position for a long time. We oppose the passage of LNG tanker traffic through Head Harbour and we will continue to do so.

Status of Women  Mr. Speaker, let us be clear. We are not making any cuts to women's programs. We are transferring funds used for administration and bureaucracy, not for programs that benefit women directly.

Afghanistan  I did that with the Prime Minister of Pakistan when I was in Pakistan. However, what is absolutely clear is that President Karzai strongly supports Canada's involvement in his country. He has asked for our involvement in his country. He is encouraged by that involvement and the leader of the NDP can hardly cite President Karzai.

Softwood Lumber  To be quite clear, with the market prices at the moment, it means neither quota nor tariff. Canada asked for the return of duty deposits. The U.S. has agreed to return at least $4 billion U.S. of duties to Canadian producers.

Maher Arar Inquiry  Speaker, we have received Justice O'Connor's report and we intend to act on his recommendations. We are preparing our response as quickly as possible. It is clear that Mr. Arar was the victim of an injustice, and this government intends to act.

Maher Arar Inquiry  Mr. Speaker, as I just said, I think it is clear from the O'Connor report that Mr. Arar has been done a tremendous injustice. We all know this took place during the period of the previous government. The government has received the report, which has a series of recommendations.

Afghanistan  Mr. Speaker, it has been clear from the beginning that the United Nations effort in Afghanistan requires a multifaceted approach, not just security operations to end the remnants of the Taliban regime and its presence in the country, but also development work and diplomatic work, a whole range of skills of governance building to ensure that country moves forward as a peaceful and democratic society that does not ever again present a threat of terror either to the world or even to its own citizens.

Resumption of debate on Address in Reply  On January 23 Canadians voted for change. They overwhelmingly rejected 13 years of scandal and inaction. They made it clear that business as usual was not good enough. They told politicians that it was time for the federal government to turn over a new leaf and to change the way it did things forever. They asked our party to take the lead in delivering that long overdue change.

National Defence  Speaker, although the government is still in the process of finalizing its procurement plans, let me be absolutely clear. This government, in our campaign, laid out that we would correct 13 years of Liberal neglect, that we would move forward with major military purchases, including new supply ships, new trucks, new helicopters, and strategic and tactical airlift.
