Taxation  Madam Speaker, the hon. member certainly is true to her party's philosophy. Our philosophy is this. In the case of passive investment, some 3% of the corporations have over 80% of the passive investment, and our changes are aimed squarely at that category. All others are able to benefit from this lower tax rate, while keeping this passive investment income inside their corporations to do with as they choose, and that is as it should be.

Taxation  Madam Speaker, we will be going from the current rate of 10.5% to 10% as of January 1, which is in 31 or so days, then to 9% as of January 1, 2019. For the average small business person, this will mean an additional $1,600 per year. For entrepreneurs and innovators, men and women, people who work hard, who risk money, who risk their future on their dreams, ideas, and ambitions, it will leave that money where it belongs, in their pocket.

Taxation  Madam Speaker, I listened attentively to the member's remarks. I suspect that we need to update her on some of the recent developments in taxation. The government has come forward with what I think, for the agricultural community and the stakeholders we have heard from, including a number of stakeholders from the member's own province, are salutary changes for the farming community in the Prairies, Alberta, and right across this country.

Public Services and Procurement  Madam Speaker, again I thank my hon. colleague. I would reiterate that we are not trying to minimize the problems. Obviously, we deeply regret that we are still not at the stage where we are providing the correct pay to many or our employees or paying them on time. I am committed, both personally and on behalf of the government, to assigning all the technological, human, and financial resources necessary to resolve and stabilize the pay system.

Public Services and Procurement  Madam Speaker, I thank my colleague for her speech. We have noted and appreciated the constructive attitude the hon. member and her party have brought to this debate, at times. As the member for Gatineau, there is no one more motivated than I. My riding may not not have the highest concentration of federal public servants in Canada, but it comes close.

Outaouais Dairy Co-Operative  Mr. Speaker, I have more good news. Gatineau produces the best milk in the country. Laiterie de l'Outaouais is a dairy co-op in Gatineau, a co-operative of workers and consumers that has made a name for itself in the Outaouais region and elsewhere thanks to its exceptional products.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, Canada is a world leader in infrastructure projects. Canada is an active and constructive participant in emerging markets, in growth markets. We take Canadian expertise to the world. Our world-leading companies are recognized and welcomed the world over. This includes institutions like Brookfield, but also the CPPIB, and others.

Public Services and Procurement  Mr. Speaker, I want to reassure the member and this House that these problems are a major preoccupation of the government. We continue to work away at implementing these collective agreements that the previous government did not negotiate. We were having to negotiate agreements with our public servants, agreements that were on the verge of expiry because the previous government let all agreements not only expire, but to go well past their deadlines.

Specifically on the member's suggestions, first, in terms of rebuilding capacity in IT in the public service, that is a recommendation the government accepts.

Public Services and Procurement  Mr. Speaker, of course we have always worked closely with our federal public service union partners. We respect our federal employees, and we are working to resolve the problems with the Phoenix pay system. We have invested huge sums of money and human resources, we have created satellite pay centres, and we have done much more to solve this problem.

We have invested and taken a vast number of measures to resolve the problems associated with the Phoenix pay system. Because I know the hon. member shares my belief that we must fix these problems, I am sure he will join me in asking one of these Harper cabinet ministers how they could have left us with such a fiasco.

Budget Implementation Act, 2017, No. 2  Madam Speaker, what is fair to the next generation is ensuring that they have a retirement and that is what we just did by improving the Canada pension plan. As far as public transit is concerned, there needs to be a public transit system, like in my case that goes to the Cheval-Blanc neighbourhood, to help this young single mother.

Obviously, if he thinks that the federal government is advocating anything other than tax fairness, well he is wrong. The government is advocating tax fairness, equal treatment of income in our corporations.

Budget Implementation Act, 2017, No. 2  Madam Speaker, let me be very clear: as I stand here let me say that our federal public service pensions, those that are subject to the plan in question, will remain in place forever. They will be there for current and future employees. It is not by lowering our standards for pensions that we are going to ensure a better retirement for Canadian society.
