Public Safety committee  I'd like to thank the witnesses from GiveSendGo for being here and for taking the time. Just to preface my comments, I found it interesting that you didn't have any substantive opening remarks similar to the other witness who came here from GoFundMe and from PayPal and from Stripe.

Public Safety committee  At this time. So when were you aware that Proud Boys is a terrorist organization?

Public Safety committee  In 2019. So it's been quite a while. We appreciate that you now are aware that Proud Boys is a terror group in Canada. My understanding is that your organization helped support $375,000 in crowdfunding for at least 11 members of the Proud Boys. Is that accurate?

Public Safety committee  Thank you for confirming that. In terms of what happened with respect to the convoy here in Canada, as a result of the Government of Ontario's actions, $8 million was frozen that you were facilitating. You were certainly aware of that, weren't you?

Public Safety committee  How did you hear about that?

Public Safety committee  Thank you so much.

Public Safety committee  Thank you. I want to turn the floor back again to the minister around upstream and downstream programs. I know you were elaborating on them. I'd like to hear if you have more to say. As Madame Michaud said, we don't have you every day at committee, so I just want to give you that space and time, please.

Public Safety committee  Yes, certainly. You touched briefly upon culture and the changing culture within the police force. Can you elaborate a bit more upon that?

Public Safety committee  We heard also from the president of the Winnipeg Police Association, Maurice Sabourin. He spoke about how he would like to see more resources for intervention. Do you have any programs that deal with intervention upstream to prevent people getting into gangs that will obviously help mitigate the gun crimes that we're talking about?

Public Safety committee  Thank you. I'd like to turn now to the minister regarding upstream programs that are essentially preventing people from entering gangs and downstream ones in helping people to exit gangs. Minister, would you like to share any programs or policies regarding those two ends?

Public Safety committee  Thank you, Mr. Chair. Minister, thank you for being here, and thank you to all of the other witnesses. I'm going to focus my questions on upstream, downstream and diversity inclusion generally. I'd like to start off with Commissioner Lucki. We heard in previous testimony from Assistant Professor Robert Henry, who is with the Department of Indigenous Studies at the University of Saskatchewan, that “hiring more indigenous officers without changing the culture of policing itself does not actually make a bit of difference”.
