An Act to establish the National Security and Intelligence Committee of Parliamentarians  I would like to congratulate my friend from Esquimalt—Saanich—Sooke. Yesterday he introduced Bill C-303, which would repeal Bill C-51. That is a great step. I am glad to see us living up to our election promises for once. The Liberals can earn the trust of Canadians by voting for that legislation or otherwise living up to their electoral promises.

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  However, if we look at the facts surrounding the introduction of the bill, on October 30 the Prime Minister signed CETA at the EU-Canada Leaders' Summit, and it was only two days later that the implementing legislation, Bill C-30, was introduced in Parliament. This rushed process violated the government's own policy on the tabling of treaties in Parliament, which requires the government to table a copy of the treaty, along with an explanatory memorandum that outlines the key components of the treaty, at least 21 sitting days before we debate.

Income Tax Act  They are the ones where the government can have a real influence. To the government's credit, it is bringing in Bill C-26, and it has made some amendments to the guaranteed income supplement, which deals with that third pillar of personal savings. If we allow seniors, especially in this unstable retirement environment, more freedom to choose how and when they withdraw their retirement savings, that is all the better for them.

Income Tax Act  We know today that the probability of a 71-year-old woman reaching her nineties is much higher than it was even 20 years ago. Shifting the conversation to Bill C-26, I realize that the Conservatives stand against this bill, but it more than likely has the votes to pass in this House. Would the member not agree that since the bill is going to pass, the government should at least amend its own bill to fix the provisions that unfairly penalize women with respect to that all-important pillar of government pensions for retirement security?

Justice committee  We have started to hear rumours that the government may have reservations about this bill. In fact, hearing that gives me a sense of déjà vu with you two because of Bill C-14. It feels we are here again. Senator Cowan, can you provide this committee with examples of where federal criminal law power is currently in statute, but may seem to be in provincial areas?

Questions Passed as Orders for Returns  With regard to the Old Age Security Pension and Guaranteed Income Supplement indexation: (a) what has the government done to develop a new measure for the cost of living faced by seniors with a Seniors Price Index; (b) how many government departments and agencies have been tasked with working on the Seniors Price Index; (c) how many people are working on the development of a Seniors Price Index, broken down by government department and agency; and (d) how many working hours have been devoted to the development of a Seniors Price Index, broken down by government department and agency?

Canada Pension Plan  Then in another 10 years, another new government says that it is going to go in another direction. Bill C-26 is a very real effort. Yes, it is going to take a long time to get implemented, but it is taking that vision in several decades. Yes, it will only affect the kids of today, but I think those children will be very thankful that we had the foresight to act now before the problem went beyond this.

Canada Pension Plan  Mr. Speaker, I am very pleased to have this opportunity to speak to Bill C-26, which is the government's effort to expand and enhance the Canada pension plan. As many in the House know, the expansion of the CPP has long been a policy objective of the NDP. From the campaigns of both the Liberals and the NDP, I do not think Canadians are under any sort of surprise that this policy eventually would be brought up in the 42nd Parliament.

Excise Act, 2001  The excise tax, as it is currently written, establishes a duty rate for the absolute ethyl alcohol contained in spirits. Its current rate is $11.69. Bill C-232 is going to see the first 100,000 litres of absolute ethyl alcohol reduced to a duty of $6 per litre, and any production over that will be reduced by a small amount to $11 per litre.

Electoral Reform committee  One thing you learn quickly about this job is that it's very much a balance between being a trustee and being a delegate. Sometimes it's somewhere in the middle. On some very important questions, like Bill C-14, I consulted very widely with my constituents for their opinions, but for the day-to-day stuff, I think the electors who sent me to Ottawa trust my ability as a member of Parliament to make the right decisions, and I will be held accountable in 2019 for those decisions.

Electoral Reform committee  It was the phrase “institutional changes to behaviour”, and I'm really glad you mentioned my colleague Kennedy Stewart's Bill C-237. I'm glad that it's actually making the news, because often private members' bills get lost in the mix. I appreciate that the bill would do some great things if passed, but the fact remains that under our current system, we are still depending on the good will of the Liberal government to get that bill passed, and that's a majority government based on 39% of the Canadian vote.

An Act to establish the National Security and Intelligence Committee of Parliamentarians  I know that the Liberal government will say to the Canadian public that it has provided oversight in Bill C-22 and that its job is done. We will not allow that to stand. There is still a lot more to be done.

Budget Implementation Act, 2016, No. 1  Their business rate is not going to be reduced and their personal income tax rates are not going to be affected. That is a shameful broken promise. Bill C-15 swallows what was Bill C-12, which dealt with veterans. We were happy to see the changes in Bill C-12 because we agreed with them, but we believe that Bill C-12 should have been made a stand-alone bill so that we could have proposed different changes to make it better.

Income Tax Act  I will conclude by saying that we have been proposing some truly progressive things that could have made a real difference to low-income earners. I am sad to see that Bill C-2 did not live up to those standards and for that reason I will be voting against the bill at third reading.
