Michel Choinière  Mr. Speaker, I would like to pay tribute to the outstanding contribution that Michel Choinière, a citizen and businessman from my riding, has made to improve the lives of persons with disabilities. Mr. Choinière just received the Hommage bénévolat-Québec award for volunteerism for the Montérégie region at the annual ceremony held in Quebec City to honour the men and women who dedicate themselves to others.

Goods and Services Tax  Mr. Speaker, yesterday, the ineffable Parliamentary Secretary to the Minister of Public Works and Government Services and to the Minister of National Revenue said that this government has gotten along very well with the Government of Quebec about harmonizing the GST. However, it is no secret that Quebec is not at all satisfied with the lack of compensation when it harmonized provincial and federal taxes.

Goods and Services Tax  Mr. Speaker, things are going so well between Quebec and the federal government that the amounts in dispute, partly inherited from the Liberals, have reached $8.8 billion. How can the parliamentary secretary be so optimistic when it is clear that Quebec is losing a fortune because there are no agreements on equalization, post-secondary education and settlements for the costs of the ice storm?

Greenhouse Gas Emissions Trading System for North America  Madam Speaker, as I mentioned on April 30, during the first hour of debate on this motion, climate change is one of the biggest challenges that the world has to face. It is imperative to act without delay, and in an efficient and fair manner. The Bloc Québécois is proposing a plan that will enable Canada to get back on track and to move as close as possible to the targets set by the Kyoto protocol.

Employment Insurance  Mr. Speaker, the consensus for a comprehensive reform of the EI system is growing every day. Unions and a number of conferences of elected representatives from the regions of Quebec are calling for the modernization of the system that the Liberals created and that no longer meets current unemployment needs.

Employment Insurance  Mr. Speaker, the Prime Minister said that if the recession were to get worse, he would do more to help the unemployed. The Bloc's plan, which is more comprehensive than the Liberals', proposes creating a 360-hour eligibility threshold, abolishing the waiting period, increasing benefits from 55% to 60% of income, and increasing insurable earnings to $42,500.

Senate Ethics Act  Mr. Speaker, if I understand correctly, I am not being called to order. What I said was in no way an attack on the integrity of the people and the senators I named. Rather, I was questioning the decisions, the integrity and the transparency of the Conservative government. I want to be very clear on that.

I am as passionate as the member for Toronto Centre, but not about the same things.

Mahmoud Abbas  Mr. Speaker, I would like to draw the attention of the House to the visit to Ottawa by Palestinian President Mahmoud Abbas. Born in Galilee in 1935, Mr. Abbas is one of the founding members of Fatah. After serving as prime minister under Yasser Arafat, he became president of the Palestinian Authority on Arafat's death.

Agriculture and Agri-Food  Mr. Speaker, regarding the issue of the “Product of Canada” label, the Minister of National Revenue is minimizing the problem and repeating that it is simply a matter of making a few adjustments to the regulations. The problem is not minor, as the minister claims. Cases are piling up: creamed corn, apple sauce, poultry and the chocolate made by the Trappist monks in Mistassini, just to name a few.
