Expropriation Act  Madam Speaker, I thank the member for Renfrew—Nipissing—Pembroke for introducing this bill. I know that it is an extremely rewarding experience since I recently introduced a private member's bill myself. I thank her and commend her for her work. I want to begin by indicating where the Bloc Québécois stands on this bill on expropriation.

Hooked on School Days  Madam Speaker, this week, the Bloc Québécois would like to take a moment to talk about Hooked on School Days, a campaign that is particularly important this year because the pandemic has changed the lives of young people. It might be hard for them to feel motivated when all that is left of regular school is the toughest part of learning, but we are going to get through this challenging time.

Business of Supply  Mr. Speaker, I am very happy because I did not think I would get the chance to speak. I am very pleased to be speaking today. Any motion to create a special committee is very important, and I thank the Conservatives for moving this one. I think there are many topics to be studied in connection with the pandemic, the new U.S. administration and the Liberal government's repeated diplomatic failures.

Business of Supply  Mr. Speaker, I thank my colleague for his speech. I really enjoyed hearing him talk about what Quebec businesses and businesses in his area are contributing to the Canadian economy and to our relationship with the United States. He also talked about hydroelectricity and Hydro-Québec's contribution to the Canadian economy.

Business of Supply  Madam Speaker, I have to say that I am a little concerned. The Conservatives' motion on our relationship with the United States provides for discussions on natural resources, but focuses only on pipelines. However, I see it rather as an opportunity to talk about the energy potential of Quebec, which produces hydroelectricity and wind energy.

Health  Mr. Speaker, the only real way to stop the spread of COVID-19 variants is to vaccinate everyone. However, we cannot vaccinate everyone because the government is failing to procure vaccine doses. This means that it is more important than ever to secure the Canadian border. Even now, vacationers who want to travel during the break can still buy tickets from a U.S. airline rather than a Canadian one.

Health  Mr. Speaker, I know that the Prime Minister is telling people not to travel. Everyone has heard him say it. I know that the Prime Minister says that he has put restrictions in place. Everyone has heard that too. The problem is that the restrictions are not stopping people from travelling.

Climate Change Accountability Act  Madam Speaker, I am so happy to be back in the House for the second hour of debate on this climate accountability bill. This bill is deeply important to me because it is the first bill I had the opportunity to introduce in the House of Commons. I hope it will be the first of many.

Health  Mr. Speaker, despite the government's announcement, nothing is grounding non-essential flights during the pandemic. The only thing that has changed is that those who wish to travel south must now buy a ticket from a U.S. airline, such as Delta, rather than from a Canadian company.

Canadian Environmental Protection Act, 1999  Mr. Speaker, I am always pleased to speak in the House in order to share what I believe is necessary to truly fight climate change, reduce greenhouse gases and protect the environment. I thank my colleague from York—Simcoe for his work on the environment. In a way it is reassuring to see members of the Conservative Party truly concerned about the environment.

Health  Mr. Speaker, 486 holiday travellers returned to the country with COVID-19 and then went on to infect 1,250 of their loved ones. That is two times higher than the previous month. Trips down south, enabled by this government's inaction, are helping the virus spread. In addition to ensuring that irresponsible vacationers abide by the quarantine, the Prime Minister must prohibit non-essential flights once and for all.

Canada-United Kingdom Trade Continuity Agreement Implementation Act  Mr. Speaker, I thank my colleague for that wonderful speech. He talked about how important farmers are to Quebec. I know they are important to his region. They are important for mine too. In the Lower St. Lawrence, the dairy industry adds up to about 572 farms, seven plants, 5,895 jobs and a GDP contribution in excess of $400 million.

Canada-United Kingdom Trade Continuity Agreement Implementation Act  Mr. Speaker, I thank the minister for her speech. Of course we support this bill that is so important for businesses in Quebec and the rest of Canada since it enables us to continue our trade relations with the United Kingdom. However, we object to the lack of transparency. During negotiations with the United Kingdom, the parties did not have access to the various texts at the Standing Committee on International Trade.

Economic Statement Implementation Act, 2020  Madam Speaker, I would like to thank my colleague for his speech. I would like to go back to the part of the bill that addresses the extension of the Canada emergency response benefit, an emergency measure I approve of because it has helped many people. However, it is rapidly becoming a source of concern for others, with the tax season around the corner.
