Cannabis Act  Mr. Speaker, it was very interesting to hear the member's speech and have that tour through science. It is good to know that science has come back in vogue over there. The fact is that Canada has among the highest incidence of cannabis consumption among youth in the world, and that is also science.

Cannabis Act  Mr. Speaker, I thank my colleague from Oakville for his excellent speech. He is a member of the House of Commons Standing Committee on Health, and he spoke about what has happened in Colorado and Washington. Could he elaborate on the experiences the committee analyzed and studied in order to inform its recommendations prior to putting them forward?

Infrastructure Projects in the Outaouais  Mr. Speaker, over the past few days I have had the pleasure of announcing two exciting projects for Gatineau. First, we are going to begin re-cladding the Terrasses de la Chaudière complex, which is a group of federal government buildings where the largest contingent of Canada's public servants work.

The Environment  Madam Speaker, this is one more promise kept, thanks to our Minister of Transportation, among others. Our government is committed to protecting the health and safety of Canadians and our waters. We are taking the necessary steps to ensure the safe, effective, and permanent removal of the Kathryn Spirit.

Business of Supply  Madam Speaker, I listened carefully to my hon. colleague's speech. What I did not hear was anything about the NDP's previous positions in favour of tax fairness. Last week the Minister of Finance travelled across Canada to talk about tax cuts for SMEs and clarify the rules in favour of SMEs, which were the subject of extensive consultations over the summer.

Business of Supply  Is this not smoke and mirrors and obfuscation on the part of the NDP, who simply want to draw attention away from the giant step towards tax fairness that we took last week?

Business of Supply  Madam Speaker, I thank my hon. colleague. The member might have emphasized the government's economic accomplishments, but instead he talked about full-on attacks on SMEs, if I remember correctly. Last week, SMEs benefited from lower tax rates at 9%, the lowest in the western world.

Business of Supply  Madam Speaker, one thing we have to bear in mind as we go through this debate is the economic performance of Canada for Canadians that we have seen.

Business of Supply  Madam Speaker, after 10 years of anemic growth, we now have growth that leads the G7, which was over 4% in the last quarter. Since we came to office, we have created over 400,000 jobs, most of them full-time jobs. Last week, the Minister of Finance did something that represents a consensus in the House.

Business of Supply  Madam Speaker, I congratulate my colleague on being appointed his party's parliamentary leader. Sadly, the member is attempting to muddy the waters yet again and, I do believe, to bury the fact that, last week, we lowered taxes for SMEs and implemented another tax fairness measure.

Business of Supply  Madam Speaker, I want to thank the member opposite for his speech. He mentioned facts. Let us review these facts. The Minister of Finance held a series of consultations that culminated last week in the SME tax rate being lowered to 9%, a move everyone in the House agreed with. If I recall correctly, that was the position of every party represented in this House.

Committees of the House  Mr. Speaker, the hon. member was part of a government that invoked closure in this place over 100 times. This is not someone I think should be giving lessons on consultation. I oversee the translation bureau as part of my job as Parliamentary Secretary to the Minister of Public Services and Procurement.

Committees of the House  Mr. Speaker, today is a very busy day. I have four documents to table. Pursuant to section 150 of the Financial Administration Act and for referral to the Standing Committee on Government Operations and Estimates, I have the honour to table, in both official languages, the Defence Construction Canada 2016-17 annual report on operations, and the Canada Lands Company Limited 2016-17 annual report on operations.

Canada Post  Mr. Speaker, I urge my hon. friend to bear with us as we prepare this very fulsome and forward-looking position with respect to Canada Post. I would also direct the member to our platform commitments with respect to Canada Post. I point out once again that we have respected and honoured our commitment to Canadians to suspend the roll-out of community mailboxes and to review the mandate and business plans of Canada Post.

Canada Post  Mr. Speaker, I thank my colleague from Regina—Lewvan, who I know has spent a great deal of time and energy on the Canada Post file as a member of the government operations committee. I always respect and thank him for his constructive interventions in this and other debates. The first thing I would say is that one of the great pleasures I have had as the parliamentary secretary for Public Services and Procurement, a position that of course has oversight over the Canada Post Corporation and reports to Parliament through the Minister of Public Services and Procurement, is to get to know this very innovative corporation.
