Budget Implementation Act, 2019, No. 1  Madam Speaker, I would like to compliment the member, in the sense that I think she has spoken more about the budget than the member for Carleton did in 14 hours. At least she is definitely on focus, although somewhat off base, in terms of what the many measures within this budget actually do.

An Act Respecting First Nations, Inuit and Métis Children, Youth and Families  Mr. Speaker, this is a very important issue for me personally. In Winnipeg North, a huge number of children are in foster care. In the province of Manitoba, as the minister is aware, 11,000-plus children are in foster care. A vast majority of those, somewhere around 90%, are of indigenous background.

Budget Implementation Act, 2019, No. 1  Mr. Speaker, in so many ways I disagree with my colleague and friend's debate during his 20 minutes. The Liberal Party and the Prime Minister, back in the last election, made it very clear that the first priority was going to be Canada's middle class and those aspiring to be part of it.

Today is Daffodil Days, which is about hope, educating and encouraging Canadians to give contributions to the Cancer Society. In this budget, there is a $150-million commitment toward the Terry Fox Research Institute. Could the member indicate whether she supports that initiative?

It was then explained that some latitude was given to members in addressing the budget debate. We now have budget implementation legislation. The member, even though she might suggest she will get to that debate, has really not done so.

Mackenzie Valley Resource Management Act  Madam Speaker, we do know one thing. Stephen Harper failed at building any pipelines and 99% of the oil went through to the U.S. when Stephen Harper was prime minister. When he left office, still 99% went through to the U.S. Could my colleague across the way explain to us why the Harper government was such a dismal failure at getting our oil to markets outside of the U.S.?

Mackenzie Valley Resource Management Act  Madam Speaker, I first want to compliment my colleague for his general attitude in being a strong advocate for the north. Even in the days when the Liberal party was the third party, my colleague would contact me and others within the Liberal caucus just to make sure that we had a better sense of the negative impact the Harper government was having through legislation.

Mackenzie Valley Resource Management Act  Madam Speaker, I appreciated the member's opening remarks about Mr. Harper's record and what he had instructed in the legislation. My question is specific to the obligation of government, especially in taking into consideration indigenous people as a stakeholder, or rather, indigenous people not as a stakeholder but more as an equal partner in terms of how we can best develop our northern region.
