Mackenzie Valley Resource Management Act  Madam Speaker, I first want to compliment my colleague for his general attitude in being a strong advocate for the north. Even in the days when the Liberal party was the third party, my colleague would contact me and others within the Liberal caucus just to make sure that we had a better sense of the negative impact the Harper government was having through legislation.

My question is specific to the obligation of government, especially in taking into consideration indigenous people as a stakeholder, or rather, indigenous people not as a stakeholder but more as an equal partner in terms of how we can best develop our northern region.

Mackenzie Valley Resource Management Act  Mr. Speaker, in listening to the debate thus far, it is important to recognize that as a government we have put a very high priority on northern Canada and wanting to ensure that we get it right. The legislation would allow for more empowerment within the local communities. It is something the former government was really unable to do.

Privilege  Mr. Speaker, I would like to respond to the question of privilege raised this morning by the hon. member for Markham—Stouffville. In her intervention, the member referenced an alleged breach of the Parliament of Canada Act. As the Chair stated in a ruling on April 8, 2019, asking the House to deal with the possible expulsion of a member from caucus is not a proper subject for a question of privilege.

Mackenzie Valley Resource Management Act  Mr. Speaker, what we have before us is very positive legislation that ultimately would have a positive impact in northern Canada. That includes being sensitive to the many different stakeholders as well as to the environment in the development of resources and so forth. I believe the Government of Canada has been called upon to do this.

It is important that we highlight that the New Democrats have actually supported time allocation. We have seen them support time allocation. They recognize bills that are important to them and then they get behind time allocation.

Petitions  Mr. Speaker, today I would like to table yet another petition from the residents of Winnipeg North who have been advocating very strongly for a national pharmacare program that would see prescribed medicines covered. It is something that I know is very important to my constituents, as they have been signing numerous petitions on the issue, and it is with pleasure that I table it today.

Multilateral Instrument in Respect of Tax Conventions Act  Mr. Speaker, one of the concerns Canadians have is that as we get closer to an election, they expect a certain element of truth from leaders. We saw a good example of that today from the Leader of the Opposition, who continued to deny that he did not retweet after making some changes and so forth.

Criminal Records Act  Mr. Speaker, I think Canadians have been waiting anxiously to see this legislation come forward. It would put in place an opportunity for people to eventually get a pardon. This would enable them to maybe get that job, or a driver's licence or other opportunities as a direct result this.
