I looked you up and I saw that in 2016, you were the regional director of ICRC for Bhutan, India, Nepal and Maldives, and you used to live in New Delhi. I am curious. I'm sure, as somebody who has lived in South Asia, you have also kept an eye on the situation of minorities in South Asia.

Subcommittee on International Human Rights committee  I hear what you're saying. You did touch on Yemen. Would you like to take the last minute here to speak more about that and about what we can do as Canadians to improve the situation over there?

Subcommittee on International Human Rights committee  Thank you. I'll start my questioning with Mr. Turkel. I know that you are the vice-chair of the U.S. Commission on International Religious Freedom. You are here as a representative of Hudson Institute. I'm sure you're aware of our subcommittee. We did an extensive report on the situation of the Uighur people.

Public Safety committee  Are those accounts that were frozen not frozen anymore?

Public Safety committee  Great. Was there a minimum threshold, such as $100 or $500, for an account to be frozen? Was there a threshold?

Public Safety committee  Thank you. Today we heard that accounts were unfrozen. Was there a mechanism for those who had their accounts frozen to attempt to unfreeze their accounts during that period of time?

Public Safety committee  Great. From a civil liberties perspective, I'm happy to hear that this is essentially a moot point today. I'll shift to the Department of Justice now. With respect to the Emergencies Act, when it came into force, was it possible to retroactively freeze accounts at that point in time for those who donated or attended the convoy?

Public Safety committee  Excellent. I'm happy to hear that there was no retroactive impact. I'm wondering when the protest was declared illegal. Do you know offhand?

Public Safety committee  Thank you, Mr. Chair, and thanks to all the witnesses for being here. We've heard a lot about the Emergencies Act being used. We've heard a lot about confounding it with the War Measures Act, which is not accurate. I'd also like to acknowledge that after September 11, 2001, there was a whole piece of legislation brought in, which received royal assent on December 18, 2001, called the Anti-terrorism Act.

Public Safety committee  I have a second question for you, then I will give the rest of my time to my colleague Mr. Noormohamed. The October 2021 article also quotes your comments about gun prices. You stated that gun prices had nevertheless gone up in Montreal. Can you explain this, please?

Public Safety committee  Thank you to all the witnesses for being with us today. I would like to ask Mr. Bertrand a few questions. In your testimony, you said there was a sense of impunity among people who misused firearms in Montreal. You were also quoted in an October 2021 article in the Montreal Gazette, where you said there was also a sense of impunity among youth in Montreal.

Public Safety committee  I'd like to just add to what's been said. I appreciate how important it is for all of us to get together and bring in the witnesses we want to bring in concerning how and what has been going on in the streets of Ottawa. I also want to know a number of things. For example, I want to know how a Three Percenter flag—a listed terror organization—has been allowed to fly in the streets of Ottawa.
