Fisheries and Oceans  Mr. Speaker, according to a recent audit, if an oil spill happened in Canadian waters today, the Coast Guard would not be able to contain it or clean it up. An internal Coast Guard audit revealed a lack of training, outdated equipment and a lack of proper management systems. In short, we are simply not prepared to respond to oil spills.

Litterless Lunch Challenge  Mr. Speaker, did you know that a school-aged child generates approximately 67 pounds of lunch waste every year? That is almost 20,000 pounds of waste for just one elementary school. That is why in October, during waste reduction week, I held a “Litterless Lunch Challenge” in my riding of New Westminster—Coquitlam and Port Moody.

The Environment  Mr. Speaker, British Columbia's Fish Lake is well known for its rainbow trout but soon it may be better known for its 860 million tonnes of toxic mining waste from the proposed Prosperity mine. The Department of Fisheries and Oceans has already advised against the mine because of the environmental damage it would create.

The Environment  Mr. Speaker, after intensive lobbying, the B.C. government changed its mind and said that it was okay to kill Fish Lake. Taseko has been lobbying the federal government since 2006. In fact, this past summer the company hired four new corporate lobbyists to pressure the Conservatives to allow the lake to be killed.

Business of Supply  Mr. Speaker, my hon. colleague from Hamilton Centre has spoken quite articulately about the lack of substance and about the shortcomings of the motion. The hon. member was quite outraged by the House being prorogued at the end of last year, as I and many Canadians were. Could my hon. colleague talk about other issues that could help the official opposition, that could have been talked about?

World Oceans Day  Mr. Speaker, Canada has the longest coastline on Earth and I rise today to draw attention to World Oceans Day. As Canadians watch the gulf coast catastrophe unfold, it becomes overwhelmingly evident that concrete action must be taken now to protect our oceans. As New Democrat oceans critic, I acknowledge the government's announcements today to add two new areas of interest.

Employment Insurance Act  moved for leave to introduce Bill C-526, An Act to amend the Employment Insurance Act (special benefits). Mr. Speaker, I rise to introduce legislation that would amend the Employment Insurance Act to extend the maximum period for which special benefits for illness, injury or quarantine may be paid from 15 weeks to 52 weeks.

Jobs and Economic Growth Act  Mr. Speaker, not only did the budget fail to address the real resources of the department, but in the throne speech there was absolutely no mention of salmon. We have an essential element of what makes the Canadian fabric what it is, and there is no mention of how we are going to protect our wild salmon.

When these types of moves happen at the federal level to remove democracy or democratic processes that do not allow groups, organizations, governments like our first nations to be involved with decisions that will impact their very lives and communities, we are very concerned about those.

In this time of economic uncertainty, the government has seen fit to ram through changes to legislation in the budget implementation bill rather than to follow an established democratic process.
