Canada-United Kingdom Trade Continuity Agreement Implementation Act  Mr. Speaker, I thank the minister for her speech. Of course we support this bill that is so important for businesses in Quebec and the rest of Canada since it enables us to continue our trade relations with the United Kingdom. However, we object to the lack of transparency. During negotiations with the United Kingdom, the parties did not have access to the various texts at the Standing Committee on International Trade.

Economic Statement Implementation Act, 2020  Madam Speaker, I would like to thank my colleague for his speech. I would like to go back to the part of the bill that addresses the extension of the Canada emergency response benefit, an emergency measure I approve of because it has helped many people. However, it is rapidly becoming a source of concern for others, with the tax season around the corner.

On the news this morning they were saying how well Israel is doing with its vaccination plan. That reminded me that the entire population of Canada is the victim of the Liberal government’s poor planning in vaccination procurement, as my colleague mentioned in her speech.

Criminal Code  I am so sorry, Madam Speaker. We are in the midst of a crisis, a pandemic, and countless people have been victims of the deadly combination of increased violence and greater psychological distress. If the Liberal government truly wanted to do the responsible thing about firearms, now would be the time.

Criminal Code  There has been no progress despite data from Statistics Canada showing that the number of gun homicides increased every year between 2016 and 2019 and that this surge in homicides tracks closely with the Harper government's major dismantling of control measures starting in 2012.

Criminal Code  Madam Speaker, I am pleased to rise in the House today as Parliament resumes its work. I hope that you had a good holiday. It is nice to see you again, Madam Speaker. I am very pleased to speak to gun control, an issue that has broad consensus in Quebec. I thank my colleague from Markham—Unionville for his work and for introducing this bill that seeks to amend the Criminal Code to imposes harsher sentences on those who unlawfully import firearms.

The Environment  Mr. Speaker, despite all the fine words, the federal government has no plan to combat climate change. It introduced a bill to achieve net-zero emissions, but it has yet to set greenhouse gas reduction targets for 2030. Then when it does, it has the power to change the target on a whim in the event that it fails.

Violence against Women  Madam Speaker, yesterday, December 6, we remembered the 14 women who were gunned down by a killer who did not like feminists. For the past 31 years, the sombre anniversary of the femicide at École Polytechnique in Montreal has provided an opportunity to condemn violence against women and gun violence.

Climate Emergency Action Act  Mr. Speaker, it is always a great pleasure for me to speak to the environment and climate change, and I think we need to do so as much as possible in this forum. I welcome this initiative by my colleague from Winnipeg Centre, who introduced a bill on the climate emergency. She and I have had an opportunity to discuss it, and we certainly agree on how important it is for the government to legislate on its climate action.

Climate Emergency Action Act  Mr. Speaker, I thank my colleague for introducing this bill and for her work on a climate emergency action framework. I noticed that she has focused heavily on the United Nations Declaration on the Rights of Indigenous Peoples, which is a good thing. The bill also mentions the Paris Agreement and meeting our 2030 targets under this international agreement.

Business of Supply  Madam Speaker, I will change the tone a little bit because I cannot stand hearing people being used as political pawns. We are talking about human lives and vaccines. We often hear the government say that when the vaccine is ready, Canada will be ready. Obviously that means that there is a plan for approving and distributing the vaccine.

Business of Supply  Madam Speaker, I thank my colleague for her speech. The government has already announced that priority groups such as seniors, health workers, firefighters, police officers and indigenous peoples would be the first to receive the vaccine. Dr. Tam has already said that we may not have enough doses for that many people.

Canadian Net-Zero Emissions Accountability Act  Mr. Speaker, I thank my colleague for his speech. He and I discussed Bill C-215, my bill on climate accountability. He told me that it was not the opposition's job to introduce bills like that but the government's. However, it seems his government completely missed the boat in the case of Bill C-12, because the government is not taking its responsibilities.

Canadian Net-Zero Emissions Accountability Act  Madam Speaker, I thank my colleague for his speech. Since he loves talking about Alberta and the oil industry so much, I have a question for him about that. CBC reported recently that thousands of jobs were lost in Alberta because oil prices fell by about 30% in March. With that in mind, I would like to know whether he still thinks it is a promising industry that will help us reduce our greenhouse gas emissions and achieve net zero one day.

Canadian Net-Zero Emissions Accountability Act  Madam Speaker, I thank my colleague for the opportunity to speak more to Bill C-215. It is not complicated. As I was saying, we are being asked to vote on a plan that does not yet exist. Bill C-215 calls on the minister to develop a real plan with concrete measures to achieve our greenhouse gas reduction targets and tools to measure the progress made.
