Business of Supply  Mr. Speaker, I understand the exasperation of my colleague from Quebec, who is trying to explain economics to the NDP. What he brought to light is that during the election campaign, we promised to invest in infrastructure and stimulate growth in Canada, in every region of Quebec and Canada.

Public Services and Procurement  Mr. Speaker, I want to reassure public servants that we are working hard to fix the problems with the Phoenix pay system. We have been working on it for quite some time, in order to provide the necessary human and financial resources. I can reassure my hon. colleague that we are working with our partners in public sector labour unions in this country.

Public Services and Procurement  Mr. Speaker, first, I assure my hon. members that the Public Accounts of Canada are published every year. That will provide a reliable accounting of all the costs incurred by the Government of Canada. It is important to remember the history of this, as the member did earlier. Some of the member's diagnosis was in fact correct.

Public Services and Procurement  Mr. Speaker, I thank my colleague. Basically, we are political adversaries, but I believe that he brings a constructive attitude to this debate. I truly appreciate his concern with respect to the Phoenix pay system. I would take issue, however, with a number of the comments made by my hon. friend.

Canada Post  Mr. Speaker, of course, our government delivered on its promise to suspend the conversion to community mailboxes and to undertake a full and thorough review of Canada Post. We thank the task force that worked so diligently on this issue. We thank, as well, the parliamentary committee, the response to which we have just recently filed.

Public Services and Procurement  Mr. Speaker, of course, as parliamentary secretary and as member for Gatineau, I take problems with the Phoenix pay system very seriously, as does the government. We are taking additional steps to help people, for example, by giving them money and by allocating additional human resources.

Public Services and Procurement  Madam Speaker, as the MP for Gatineau and parliamentary secretary to the minister, I, like all members of the House, have heard stories from public servants in our ridings about the challenges they face because of issues with the pay system. These issues have caused real hardships for many public servants and their families, and many are issues that no family should have to face.

Public Services and Procurement  Madam Speaker, I can assure the member that our government is certainly taking positive action, unlike the previous government that acted recklessly and left us this mess after it laid off 700 compensation advisors. That was supposed to save $70 million, but instead we were left with a broken pay system, one that our government is determined to fix.

Flooding in the Outaouais  Madam Speaker, on behalf of my colleagues from the Outaouais, it is with emotion, concern, and consternation that we are watching the flooding in Gatineau and the Outaouais region, in both Quebec and Ontario. We stand in solidarity with our constituents who are caught up in this disaster.

Budget Implementation Act, 2017, No. 1  Mr. Speaker, I thank the member for Central Okanagan—Similkameen—Nicola, in British Columbia, for his intervention. He is a friend who used to sit with me on the finance committee. Let us dissect what he said. He belongs to a party that was in government for nine years, one that inherited a positive financial situation from the previous government, Mr.

The Good Samaritan Drug Overdose Act  Mr. Speaker, I just want to say that I was in the House when the bill was introduced. I was in this chamber for my brother, and I should not say his name of course, but we share the same last name, less one letter. I think I speak for all of us on this side, and hopefully for all of us in the chamber, in saying that this is a brilliant example of public policy being brought forward by a member of this House that will have an immediate impact on the lives of people in, sadly, unhappy situations.

Points of Order  Mr. Speaker, this morning, during a debate here in the House, I drew the Chair's attention to the comments the leader of the New Democratic Party made to my colleague, the Leader of the Government in the House of Commons. Mr. Speaker, you indicated that we would review the record and review this incident.
