Business of Supply  Mr. Speaker, I thank my esteemed colleague from Laurentides—Labelle for the question. Again, that is a planted question that was not planted. I was not made aware of it in advance, which makes it more fun. The government's strategy is more or less systematically the same. If someone triggers an election during the pandemic they are the bad guy and should be sanctioned and punished for triggering an election.

Business of Supply  Mr. Speaker, proactive disclosure is always a good thing in principle. However, when a governing party wants to vote against a motion aimed at investigating a matter and revealing the truth, it is clear that its members are not big fans of proactive disclosure. More generally, if the government is against something ethics-related, it must be a good idea.

We are in the middle of a pandemic, in the middle of a second wave that may be followed by a third, and we are not sure what is coming after that. When I read the Radio-Canada piece about liberalism, part two, I was instantly awake and furious. None of this makes one bit of sense. These people believe they can do whatever they want.

Business of Supply  Mr. Speaker, you nearly caught me off guard because it is my oldest son's birthday, so I was thinking about something for him. However, I will get back to these very serious matters. We are debating a motion, moved by the Conservatives, based on a principle that we support right off the bat, that is, to shed light on the key issues that smack of scandal that accumulated during the second term of this Liberal government led by the member for Papineau.

Indigenous Affairs  Mr. Speaker, Canada's relationship with the first peoples is a nation-to-nation relationship. Therefore it is for the premiers to manage. The tragedy in Joliette is rooted in the social problems experienced by indigenous communities. That is the source of the prejudice and racism.

Indigenous Affairs  Mr. Speaker, clearly we recognize it as well. However, the Prime Minister should have said it to Ms. Echaquan's spouse or the Atikamekw chiefs, not Parliament. Does he realize that the government of the Quebec nation contacted the family and the community, met with the Atikamekw chiefs, ordered a public inquiry and promised to implement the recommendations of the Viens report?

There is international solidarity, represented by the Organisation internationale de la Francophonie, a leading institution. At the other extreme, there is Quebec, which has a will of its own.

Resumption of debate on Address in Reply  Madam Speaker, we could talk at length about this particular topic. Let us do ourselves a favour and keep me from getting into the oil issue. That said, dependence on the export of natural resources, whatever they may be, has a perverse economic effect. That is particularly true for industrial activities, which are in many ways the hallmark of Quebec's economy.

Resumption of debate on Address in Reply  Madam Speaker, I am sorry. I have the impression that for the government self-determination is like a self-driving car. That is not what it is about. It is the right of a people, of a nation, to define itself. It is up to a nation to state that it is a nation. There are about 300 Naskapi individuals in northern Quebec.

However, I feel for my colleague from Joliette, because it is in his riding that an indigenous woman died under more than tragic circumstances.

Resumption of debate on Address in Reply  Madam Speaker, if Canada, Quebec and Manitoba have the same values, I would like that question to be put to Franco-Manitobans. We are not one nation and that is quite revealing. We are a group of nations living in the same territory, and each indigenous nation is as much a nation as are Quebec and Canada.

I think everyone in the House is here to serve, according to their values and their convictions, and with an openness to doubt, which is always a very healthy intellectual experience.

Catalonia  Mr. Speaker, Quebec is not the only place where October brings back dark memories of a federation that claimed to be a friend sending in its army to march through the streets in the heavy boots of repression. Three years ago today, on October 1, in a bid to suppress the referendum on self-determination organized by the legitimate government of Catalonia, Spain disgraced itself by resorting to violence.

Health  Mr. Speaker, I see that our esteemed colleagues from the government and the official opposition have serious concerns about speed. I would remind hon. members that when the Conservative leader needed a rapid test he was sent to Quebec by the House of Commons. If not for that he might not be here today.
