Instruction to Committee on Bill C-2  Mr. Speaker, I appreciate hearing my hon. colleague's comments on this. I appreciate that the Conservatives and the NDP look at the TFSA from different viewpoints, and that is fine. We in the NDP have always said that we do not want to get rid of it; rather, we want to bring the limit back to a reasonable level.

Canada Labour Code  Mr. Speaker, we have certainly heard a lot of questions from the Conservative side about Bill C-525 and how we are not supporting secret ballots and all that, but what I do not hear from that side of House is discussion of Bill C-377. In my mind that was the more onerous piece of legislation.

Citizenship Act  I realize that an offence is different from revocation of citizenship, but I think in this chamber we have to look at all of our laws with the spirit of the charter in mind. Bill C-24 eliminated the right to a judicial hearing for people who are about to have their citizenship revoked. Civil liberty groups, including the Canadian Bar Association, were against this.

Navigation Protection Act  moved for leave to introduce Bill C-252, An Act to amend the Navigation Protection Act (Shawnigan Lake). Mr. Speaker, it gives me great pleasure to rise in the House to introduce this bill today. This bill adds Shawnigan Lake to the scheduled list of waters protected under the Navigation Protection Act.

Income Tax Act  Madam Speaker, of course we in the progressive opposition will always stand and and agree with conclusive measures to help those who are most vulnerable, whether it is children, the elderly, or poverty overall. However, we are debating Bill C-2 today. That is why I am not talking about future plans in the budget. With all of the problems that Canada is facing, Bill C-2 could have been an opportunity to introduce some very worthwhile legislation to tackle problems.

Resumption of debate on Address in Reply  Over the last several years, the NDP has developed a pan-Canadian food strategy, “from farm to fork”, and I know that my constituents would certainly like to see the government work on the recommendations of this strategy. Many of my constituents also actively campaigned against the previous government's Bill C-51, and sadly, there has been no indication from the Liberal government on repealing this horrendous Conservative legislation. More than 100 of Canada's brightest legal experts from institutions across the country expressed their deep concern about Bill C-51.

Employment Insurance  The real meat of the issue has to come in the form of legislative change. I would have preferred to have seen that legislative change come in Bill C-2, but unfortunately, the member's party had other methods that it wanted to pursue. Many of the changes we are proposing can be brought forward in a government bill. We do not need to wait for the budget.

Income Tax Act  It is an honour to rise again in the House to speak on behalf of my wonderful constituents in Cowichan—Malahat—Langford and to take part in the debate on Bill C-2, An Act to amend the Income Tax Act. As we all know, this bill would make various changes to the Income Tax Act, but today I will concentrate on two of them: the changes to the income tax brackets and to the contribution limit to the tax-free savings account.

Income Tax Act  Now I will speak to the matter that I am looking forward to addressing, the so-called middle-class tax cut. The Liberals have decided not to use their first piece of legislation, Bill C-2, to deal with our ruined economy but to propose lowering taxes in a way that would not benefit 60% of Canadians. In my riding, if someone earns the average income of $37,000 a year, he or she would receive precisely zero dollars in benefits.
