Fisheries  Madam Speaker, I have a point of order. I would like to respond to the parliamentary secretary.

Housing  Mr. Speaker, the Liberals' national housing co-investment fund was announced with great fanfare in 2017, but over the two- to three-year period it has delivered very little nationwide. Now the Liberals want us to believe they can build 3,000 homes in six months. Will the government commit, here and now, to operate with transparency and provide a running list of projects as they are allocated funding with regional breakdowns, unlike the opaque approach to the national housing co-investment fund?

Housing  Mr. Speaker, when the pandemic hit, financial institutions granted six-month mortgage deferrals to ensure Canadians would not lose their homes. By the end of June, more than 768,000 Canadians used these programs. Next week, those deferral programs end and mortgage payments are due.

Resumption of Debate on Address in Reply  Mr. Speaker, let me outline that the struggles of the people suffering from the opioid crisis in British Columbia are touching so many different families, and the mental health challenges that people are facing are real. The homeless population has doubled in Mission in the last number of years.

It is thanks to our great health care workers who provide the in-home care that keeps her there. I think the provinces do a relatively good job and understand the need to continue improving our in-home care.

Why does he not apologize to British Columbia for not getting the money out the door, which the Liberals promised? As for me and my work in my community, I am working with the homelessness sector. They are adjacent to my office.

I would also like to wish Mr. Blanchet and his family a speedy recovery. I want to make a couple of points about the throne speech. The Liberal government's throne speech repeated false, previously debunked claims that its programs have helped one million people to be housed.

Business of Supply  Madam Chair, I must reiterate the points made by my opposition colleagues and add my voice in protest to the current process we find ourselves in. Normally, standing committees of the House of Commons would meet to discuss the portion of the estimates relevant to their portfolios.

Business of Supply  Madam Chair, I am thankful for that clarification. My second question relates to the student summer grant. The student service grant is slated to get almost $1 billion, but despite being announced in April, the program is still not available. Is it the government's intention to wait until summer is over before allowing students to apply for summer volunteer jobs?

Business of Supply  Madam Chair, I see a $418-million fund for payments to establish a COVID-19 emergency support fund for cultural, heritage and sports organizations. How much of this fund has been used? Are phase one funds fully allocated? What is the state of the phase two rollout? Will the government commit to tabling a breakdown by riding of the organizations that receive funding?
