The Environment  Mr. Speaker, I am extraordinarily proud of the action taken by our government to phase-out coal-fired power by 2030. This is a very important measure. It will not only reduce greenhouse gas emissions, it will improve the health of Canadians. It will improve the health of elderly people and young kids who have asthma.

The Environment  Mr. Speaker, I would like to thank the member for Dartmouth—Cole Harbour for his excellent question. Yesterday I was very pleased to join the Premier of Nova Scotia and the President of the Treasury Board to announce that Nova Scotia will implement a cap and trade system that aligns with Canada's approach to pricing carbon pollution.

I am extremely proud that on the anniversary of our government, the Paris agreement has come into force. The signs of climate change are clear.

The Environment  Mr. Speaker, I am very pleased to stand today on the first anniversary of our government. We are working very hard to rebuild trust in our environmental assessment process. We announced transitional principles that govern how our government is going to approach environmental assessments, which includes respecting our obligations to consult and accommodate indigenous people.

The Environment  Mr. Speaker, I am very pleased to hear that the member opposite has decided to join the Canadian delegation at COP22. Of course that does not change the fact that the party opposite is the only party that voted against the Paris agreement. Unlike the party opposite, we understand that the environment and the economy go together, and I am very pleased about our achievements this past year.

The Environment  Mr. Speaker, the member opposite actually praised B.C. for its carbon price. I find it quite surprising that he is now arguing against something that he knows is the most efficient way to reduce emissions, foster innovation, and grow our economy. He also knows that 80% of Canadians already live in a jurisdiction where there is a price on pollution.

The Environment  Mr. Speaker, as the member well knows, we are working with the provinces and territories to develop our pan-Canadian plan on climate change. The Prime Minister met with the first ministers. They agreed on this plan, which included taking action to adapt to the impacts of climate change.

It was the Conservatives in their 2008 platform and Speech from the Throne who committed to implement a price on carbon pollution. The Conservatives subsequent “Turning the Corner” plan committed the Conservative government to: Forcing industry to reduce its greenhouse gas emissions; Setting up a carbon emissions trading market....

Employment  Madam Speaker, I am very surprised that the member opposite does not understand that the environment and the economy go together, and that by taking action on the environment, we are actually building a more sustainable future. Maybe he would like to listen to Preston Manning who said recently, “To be clear, pricing carbon is a good idea.”

The Environment  Mr. Speaker, this project underwent a three-year, rigorous scientific review that incorporated traditional knowledge and evaluated and mitigated the environmental impacts. It was the first time we included indigenous peoples in the technical working group reviewing a project. It is also the first time we will have indigenous communities working with the federal government and the province to monitor the project.

Indigenous Affairs  Madam Speaker, I thank my colleague for his question. We understand that the Government of Newfoundland and Labrador is working with the proponent indigenous peoples with respect to this project. We expect the province to assume its responsibilities to ensure that indigenous peoples are protected.

Canadians want ambitious action on climate change, they want more leadership from government, they strongly support sustainable development, and they are motivated to make a difference.

The Economy  Madam Speaker, we are the only party that seems to understand that the environment and the economy go together. We are committed to taking serious action on climate change. We are very proud that two weeks ago we were able to ratify the Paris agreement. Unfortunately, the party opposite did not support that.

Natural Resources  Mr. Speaker, as the Prime Minister has emphasized, the only way to get resources to market is to do it in a sustainable and responsible way. The project that the member opposite is discussing was subject to rigorous environmental assessment over a number of years. We delayed decision on the project to obtain more information from the proponent.
