Royal Canadian Mounted Police Act  Madam Speaker, I thank the member for his question. It raises important issues that will need to be addressed when the time comes to decide who will sit on this commission. Unfortunately, I cannot give him an answer. I would not be surprised if people responsible for immigration and national security files were chosen.

Royal Canadian Mounted Police Act  Madam Speaker, I thank my colleague opposite for his remarks regarding the work we have already done on this file. I am not the only one who has been looking closely at this matter. We have worked together, as a team. I do not have any suggestions to make at this time, especially since I am not a member of the committee.

Royal Canadian Mounted Police Act  Madam Speaker, in theory, my speech should last about 20 minutes, but it might be a little shorter. I want to give some notice to the speaker coming after me. If he or she is listening and is not already in the House, he or she can come a little earlier. Today we are debating the role of the Canada Border Services Agency.

Business of Supply  Madam Speaker, I will simply reiterate what I have already said. We could have simply asked the committee to look into the situation and determine what led to Marylène Levesque's murder. We could then have trusted the committee to come up with possible solutions. After examining the evidence, the committee could have gone in other directions and made other recommendations.

Business of Supply  Madam Speaker, once again, I would urge the House to exercise some caution when it is tempted to lump too many subjects together in one file, like an omnibus bill. As for sex work, it is a broader issue, more than a simple question of criminalization or legalization. The committees that examine issues related to the status of women, for example, might also want to look into this matter, particularly around the issue of prevention, which is definitely not a question of criminalization versus legalization.

Business of Supply  Madam Speaker, I am quite confident that when the committee studies this matter, there is no way it could ignore what happened and the murder of Marylène Levesque. In any event, I am confident that the safety of sex workers will be interwoven into the questions that are asked and the recommendations that are made, including the possibility that other committees tackle this issue.

Business of Supply  Madam Speaker, I would have liked to hear more of what my colleague from Shefford had to say. Her speech was very good. Mine might be a little bit shorter than hers. I would like to read out the motion again because I think it deserves our attention. That the House: (a) condemn the decision of the Parole Board of Canada that led to a young woman's death by an inmate during day parole in January of this year; and (b) instruct the Standing Committee on Public Safety and National Security to conduct hearings into this matter, including a review of the changes made by the government in 2017 to the board's nomination process, with the view to recommend measures to be taken to ensure another tragedy such as this never happens again.

Immigration  Mr. Speaker, the government just said that Bill 21 must be challenged. The Deputy Prime Minister regularly cites François Legault's position on the CUSMA to avoid having to answer our questions about aluminum. My colleagues can see where I am going: We are going to take advantage of this unexpected opportunity.

Infrastructure  Madam Speaker, we have been saying for years now that expanding targeted infrastructure programs with all kinds of strict criteria does not work. The program to deal with flooding is blocked, and that is according to the government's own report. Since no agreement could be reached with our national government, not a single project has been funded in Quebec.

Infrastructure  Madam Speaker, the report clearly states that the government provided no funding to Quebec this time. Floods are worsening and happening more frequently as a result of climate change. So-called 100-year floods are now happening every 20 years. Floods that should happen every five years are now commonplace.

Public Safety  Mr. Speaker, the Duke and Duchess of Sussex, Harry and Meghan, have decided to cut ties with the royal family and live freely. The lovebirds are leaving the monarchic nest and moving to Canada. Good for them. Frankly, it is none of our concern. The thing that concerns us is the matter of whether taxpayers will be footing the bill for the couple's security costs.

Immigration, Refugees and Citizenship  Mr. Speaker, Rose Eva's case perfectly illustrates why Quebec should have the right to veto immigrant deportations. Quebec needs Rose Eva. We cannot afford to lose a woman who has studied here, is qualified, received her training in French and wants to work in the regions in an area of expertise that specifically meets our needs.

Resumption of debate on Address in Reply  Mr. Speaker, my colleague spoke at length about the fight against poverty, in particular child poverty. I am a family law lawyer by training and this is an important issue for me. He spoke a lot about child benefits, which effectively can have a significant impact on families. However, there are vulnerable families who really need these benefits but do not qualify for them.
