Justice  Mr. Speaker, I would like to thank the member for his work on the justice committee. First, it is ironic that the NDP members wanted to leave work early. They should know that those who do not show up for work, should not get a promotion. They should just ask the little Liberal Party.

Justice  Mr. Speaker, Canadians gave our government a strong mandate to crack down on serious and violent criminals and that is exactly what we are doing. The safe streets and communities act is comprehensive legislation that will ensure that those who commit sexual offences against children or who operate dangerous meth labs receive sentences that reflect the serious nature of these crimes.

Extenuating circumstances means exceptional circumstances, where there is perhaps, for an example, a very serious terrorist threat or something like that.

Business of Supply  Mr. Speaker, I understand the concerns of Canadians when it comes to privacy rights. They want to know that we are striking the right balance. That is why this government has referred the matter to committee so we can have a full and open airing of these issues and so the appropriate witnesses can be brought forward to ensure that we strike a balance with which all Canadians can be comfortable.

We are the only party in the House that consistently and continually stands up for law-abiding Canadians. We are not those who speak of harming those who have already been convicted of criminality, as we often hear on the other side.

I would like to emphasize this point.

House debate  Madam Speaker, I would like to respond to some of the opposition's criticism to the government's efforts to ensure that serious crimes are adequately punished. Our government intends to ensure that serious crimes, including violent crimes, result in sentences that appropriately reflect the seriousness of the offence and the degree of responsibility of the offender.

Justice  Madam Speaker, I can think of nothing more inappropriate than personally attacking a victim of violent crime who lost his daughter to the actions of a repeat offender, who abducted, sexually assaulted and murdered a young, 27-year-old woman. There is no sympathy shown by the opposition for the context of those remarks, which the senator withdrew within hours of making them.

Justice  Madam Speaker, we have said over and over again we are not reopening this debate. Senator Boisvenu is staying in place. He will continue to be a strong advocate for victims of crime. A soft-on-crime party like the NDP should not be attacking victims of crime. The member belongs to a party that opposes tougher sentences for violent criminals.

Justice  Madam Speaker, contrary to the soft on crime approach of the NDP, we continue to stand up for victims in Canada as we always have done. It is not correct that provinces continue to complain or to criticize what we are doing. Many of the initiatives we have taken were requested by the provinces.

Criminal Code  Mr. Speaker, when I last rose on Bill C-217, I stated that my colleagues opposite suggested imprisonment would be automatic, and that is not correct. The proposed mandatory minimum penalties are graduated and, in my view, appropriate. People convicted of this offence should have no illusions as to the minimum punishment that will be meted out to them.
