Agriculture and Agrifood  Madam Speaker, we all know that bees play a key role in biodiversity, but bee populations are currently being decimated by commonly used insecticides called neonicotinoids. In fact, 233 scientists from around the world are urging countries to ban neonicotinoids. Just yesterday, the government decided to allow the continued use of imidacloprid, the most common neonicotinoid.

Pipelines  Mr. Speaker, the Liberals were elected on a promise to put an end to the Harper era and the golden age of the oil industry. However, they are doing much worse by nationalizing the Trans Mountain pipeline with our money just to overrule British Columbia, which is against the pipeline.

The Environment and Trans Mountain  Mr. Speaker, from now on, as climate change worsens, we can tell ourselves that we played a small part in that. We will have a $4.5 billion interest in Trans Mountain, which is going to ship the dirtiest oil in the world without our consent. Ottawa cannot afford to maintain appropriate health transfers for Quebec patients who need them.

Government Appointments  Mr. Speaker, while Her Excellency the Right Honourable Michaëlle Jean parades around gilded halls eating petits fours, La Francophonie is sinking into insignificance. La Francophonie is a great institution that promotes cultural diversity and international co-operation, combats homogeneity, and develops our language.

Justice  Mr. Speaker, Montrealers were unwittingly subjected to brainwashing experiments funded by Ottawa and the CIA as part of Project MKUltra. That is not science fiction. Those experiments really happened at the Allan Memorial Institute between 1957 and 1964. Despite denying all responsibility, the government is making all kinds of out-of-court settlements with families that launch legal action on behalf of the victims.

Federal-Provincial Relations  Mr. Speaker, certain parties have taken a sudden interest in defending Quebec's interests lately, but when it is time to actually do something in Parliament, they are nowhere to be found. Quebec has the strictest environmental laws. That is why we insist that our laws take precedence when Ottawa decides to get involved in our affairs.

Intergovernmental Relations  Mr. Speaker, this government seems to be getting a high from the disputes between Quebec City and Ottawa. We saw this again yesterday on the cannabis file. The National Assembly is unanimously calling on Ottawa to respect Quebec's independence when it comes to regulating cannabis, and this government could not care less.

Health  Mr. Speaker, the Prime Minister did not care one iota about Quebec's opinion on the legalization of cannabis. He did not care one iota when he imposed the implementation date and the rules for growing cannabis at home. The same goes for health transfers, the Netflix deal, tax havens, and so forth.

The Environment  Madam Speaker, the Montreal metropolitan area represents 4 million people and has unanimously condemned the Chalk River nuclear waste dump plan. The community is rightly concerned about potential contamination of the Ottawa River. Supporters of the waste dump and the government defend the plan by hiding behind technical rhetoric, but they are forgetting about the most important thing.

Trans Mountain Expansion  Mr. Speaker, the media has confirmed that the whole Trans Mountain pipeline assessment process was nothing but a charade. We now know that the entire process was hurried along at Kinder Morgan's request. We know that public servants were ordered to say yes to the pipeline by their political masters.

Justice  Mr. Speaker, we are talking about funding for this file. The Pay Equity Act, the anti-strikebreaking provisions, the Consumer Protection Act, the Educational Childcare Act, and the Environment Quality Act are all laws that we are proud of and that will be challenged thanks to the support and money of the Minister of Heritage.

Trans Mountain Expansion  Mr. Speaker, land belongs to the people who live there. The people choose representatives who make laws that reflect their land management priorities. That is the basic principle of democracy, and that principle is in peril if the government decides to ignore our laws whenever it wants.

Questions Passed as Orders for Returns  With regard to the application of the OECD’s International VAT/GST Guidelines, which outline that value-added taxes are to be added in the jurisdiction of the residence of the customer using foreign Internet service providers, such as Netflix: (a) does Canada adhere to these guidelines and the mechanisms that ensure the effective collection of VAT/GST on cross-border supplies of services and intangibles; (b) if the answer to (a) is affirmative, what measures outlined in these guidelines does Canada intend to adopt, and when; (c) in the correspondence between Netflix and the Canada Revenue Agency, the Department of Finance and the Department of Canadian Heritage, since October 19, 2015, how many times did the application of these measures come up, especially with regard to charging Netflix GST and HST; (d) what are the details of the correspondence in (c), including emails, from the Canada Revenue Agency and the Department of Finance?

Netflix  Mr. Speaker, apparently the Minister of Canadian Heritage is being more forceful in her dealings with web giants. I am certainly glad to hear that. She said they will have to comply with our cultural policies and make sure everyone benefits from their business model. I am glad to hear that too.
