Canada—United Kingdom Trade Continuity Agreement Implementation Act  Mr. Speaker, I thank my colleague for her very interesting question. She used the words “preliminary study” and “possibility”. That is ridiculous. As elected members, we manage the country. We need to have access to the documents. Need I say more? The last time, the government managed to salvage something from the wreckage, which is fine, but they should not be surprised if the smell of smoke lingers.

Canada—United Kingdom Trade Continuity Agreement Implementation Act  Mr. Speaker, I am very pleased to rise in the House to speak to Bill C-18, an act to implement the agreement on trade continuity between Canada and the United Kingdom. The Bloc Québécois has always been in favour of free trade, so it will come as no surprise that we are in favour of this bill to approve the agreement and make the necessary legislative changes for the transitional and coming into force provisions.

My esteemed colleague, who sits with me on the Standing Committee on Agriculture and Agri-Food and whom I hold in high regard, raised the lack of transparency in the recent negotiations that were held behind closed doors.

Economic Statement Implementation Act, 2020  Madam Speaker, I thank my colleague for his speech. He pointed out that the federal government has not tabled a budget for quite some time, which is completely unacceptable. This is an image-obsessed government. One only has to look at the eligibility criteria for the new highly affected sectors credit availability program to understand that the program made for a great announcement but it will not make much difference, since no one will be eligible for it.

Conflict of Interest and Ethics Commissioner's Report  Madam Speaker, I thank my colleague for his speech. He is always good at making lengthy statements, but ultimately, the issue before us is quite simple. The parliamentary secretary is right about how we need to focus on more important issues. Should the member for Etobicoke—Lakeshore not simply accept the Conflict of Interest and Ethics Commissioner's decision and apologize so we can move on?

Supply Management  Madam Speaker, supply management is central to our agricultural industry and we must protect it. In spite of the promises Canadian political parties have made, our trading partners will always have demands. They will always want more. To wit, the ink is not even dry on the agreement with the United States, and Washington has already embarked on a new legal battle against our dairy producers.

Criminal Code  Mr. Speaker, it is a bit sad to hear this morning's debate. On one hand, some people are saying that the opposition parties are holding up the process, and there is in fact one opposition party that is purposely delaying it, which I think is shameful. On the other hand, other members are saying that the Liberals prorogued Parliament for five weeks for no reason other than to cover up a scandal.

Controlled Drugs and Substances Act  Madam Speaker, I thank my colleague from Beaches—East York for his bill. It seems to me that is a very reasonable bill. It opens doors and proposes other options to professional people on the ground. I think it is a good bill, and I congratulate my colleague. Some people will argue that this will undermine anti-crime initiatives and encourage people who sell drugs.

Criminal Code  Madam Speaker, I congratulate my colleague on her speech and I thank her for that. I want to express my sincere condolences on the loss of her mother. I know how that feels. The member did raise some interesting issues. The act is slated for a comprehensive review in June. It will also prevent intense suffering.

Criminal Code  Madam Speaker, this is an emotional debate. I congratulate the member on her speech. I can feel the emotion, but we must not get caught up in perceptions. The objective of the bill is not to determine the value of a life; far from it. The objective of the bill is to allow people who are suffering tremendously and who know that there is no way out to make a choice that is not ours to make.

At times, we might wonder if something that happened to us has also happened to someone else. For example, has anyone here ever experienced a break-in?

Points of Order  Mr. Speaker, there have been consultations among the parties and I believe you will find unanimous consent for the following motion: That the House recognize that the government should respect its promise to supply-managed producers and processors affected by the last three economic agreements by: (a) revealing details without delay related to the compensation that will be paid to dairy, egg, chicken and poultry producers and processors for the duration of the compensation agreements; and (b) budgeting this compensation to make it predictable until the end of the agreement.

Status of the French Language in Montreal  Madam Chair, I thank my colleague for his speech. I want to repeat what I said earlier. This evening, we have heard a lot of fine speeches, a lot of declarations of love and quotes from artists or works. Emotional speeches are all well and good, but we are proposing concrete measures and I would like to hear my colleague's opinion on that.

Status of the French Language in Montreal  Mr. Speaker, I thank our colleague for his passion. However, I have news for him. Since the Official languages Act was adopted, statistics show that the percentage of francophones in other provinces has been steadily decreasing. Even in Quebec, on Montreal Island, we see that there is a threat and a steady decline.

Status of the French Language in Montreal  Mr. Speaker a few times this evening members have been questioning the existence of the Bloc Québécois, saying that it will never be able to form government and is of little use. I find that scandalous. That is a little nod to my colleague who just spoke. The Bloc Québécois is here to defend the interests of Quebec and to speak on behalf of the Quebec National Assembly when it adopts unanimous motions.
