National Framework for Diabetes Act  Madam Speaker I rise today to speak in the House of Commons about Bill C-237, an act to establish a national framework for diabetes, a disease that affects members of my family. I first heard about this disease when I was a child. I was told that my father's half-sister had diabetes and that she had problems with the sugar levels in her blood.

In her speech, she talked a lot about the skyrocketing health care costs associated with diabetes. How will she ensure that this bill respects the jurisdiction of Quebec and the provinces, say by boosting health transfers to 35%, and that the federal government attends to its own affairs?

I would like to hear what my colleague has to say about the fact that many people believe it is important that services for people with disabilities be improved so that these individuals are not choosing to access medical assistance in dying because of the poor quality of care available to them.

Criminal Code  Madam Speaker, I thank my colleague for the question. Indeed, the Superior Court of Quebec ordered federal and provincial legislation to be changed. That was supposed to be done before March 11, 2020. An extended deadline was granted by Justice Christine Baudouin and the deadline was pushed to December 18.

This is our deadline to appeal the decision to the Supreme Court, after the original deadline was extended because of the COVID-19 crisis. However, I think we are ready to make a decision.

Health  What a complete mess, Mr. Speaker. The federal government has been suggesting for months now that we will soon be able to vaccinate those most vulnerable. This week, we learned that is not true. Seniors have been asked to make sacrifices for the past eight months. Things may have gotten a little easier for us, but not for people 70 and over.

Status of the French Language in Montreal  Madam Chair, I have heard a great list of Quebec artists this evening. I am hearing beautiful demonstrations of love for the French language, but the numbers prove that French is in decline in Montreal. What I am hearing tonight is talk, talk, talk. When will there be concrete action?

Status of the French Language in Montreal  Madam Chair, I just heard the government House leader say that we are not the only ones who can speak on behalf of Quebeckers. However, his own party is about to vote against our bill, which we tabled after a motion was adopted unanimously by the National Assembly. Here is a quote from that motion: THAT the National Assembly recall that French is the only official language of Québec; ...THAT it affirm that the Charter of the French language must be applied to companies operating under federal jurisdiction....

Twelve Days of Action to End Violence Against Women  Mr. Speaker, from tomorrow until December 6, we will be observing the 12 days of action to end violence against women. This year, the campaign is running against the backdrop of the pandemic. The lockdown has made things even more difficult for victims of domestic violence, and the Fédération des maisons d'hébergement pour femmes, which represents women's shelters across Quebec, has launched an appeal aimed directly at men.
