Business of Supply  Mr. Speaker, I appreciate my fellow British Columbian raising an important topic. Canadians obviously are finding life less affordable under the Liberal government and we should be looking for ways to find some relief for them. In true NDP form, the intention is fine, but the execution is terrible.

Telecommunications  Mr. Speaker, time after time the Liberals have failed to address the lack of Internet connectivity for rural Canadians. Yesterday the Liberal government announced a spectrum clawback that may significantly affect Internet service for a huge number of rural customers. How many rural Canadians will be negatively impacted by the Liberal government's decision to claw back and repurpose the 3,500-megahertz spectrum band?

Budget Implementation Act, 2019, No. 1  Madam Speaker, when we had the Governor of the Bank of Canada at the finance committee, my province at the time had put forward a program similar to the shared equity program the government is offering. I asked the Governor of the Bank of Canada what he thought of it. At the time, the Bank of Canada was not in favour of it, simply because it can cause home prices to rise.

Budget Implementation Act, 2019, No. 1  Mr. Speaker, I want to thank the member for Chilliwack—Hope for the work he does. Obviously, his community has been impacted, because people are now having to go out further from metro Vancouver to be able to raise a family on a single detached lot. His community is fortunate to have many of those families, but again, it means longer drives, and it can be very tough.

Budget Implementation Act, 2019, No. 1  Madam Speaker, I would like to thank the member for Sherbrooke for the work he does on the finance committee, a task I know very well. We spend quite a bit of time on it. I would like to ask a more practical question about Bill C-97. In the bill, the government has offered a shared equity program through the Canada Mortgage and Housing Corporation.

Interprovincial Trade  Mr. Speaker, Canadians are sick and tired of the protectionism within their own country and the Liberal government's failure to do anything about it. We are one country from sea to sea to sea, and Canadians should be able to buy and sell goods between provinces. In the Prime Minister's free trade plan, half the agreement is 130 pages of exceptions.

Criminal Code  Mr. Speaker, I appreciate the member's dedication to preserving the dignity of seniors. In the last Parliament, almost all parties agreed with the proposed elder abuse legislation. In that bill was an aggravating factor with respect to when someone either physically or financially assaulted a senior.

Budget Implementation Act, 2019, No. 1  Mr. Speaker, I appreciate that the member for Cowichan—Malahat—Langford has pointed out that the Liberals are now trying to hold the NDP to its electoral promises, when they break so many of their own. It is quite funny. Bill C-97, the omnibus legislation, includes a few things on which both of our ridings would agree, although we probably would want to have some discussions on them.

Interprovincial Trade  Mr. Speaker, it is easier for small businesses in my province to sell goods all over the world than to other provinces. Due to the Prime Minister's failure to lead, there is still no free trade within our country. This is an absolutely absurd situation. Provinces are starting to step up.

Many Liberal MPs knocked on doors in the last election, saying that they were going to be completely transparent, which we have not seen from the government. They said that they would oppose omnibus legislation, like this bill.

Bankruptcy and Insolvency Act  moved for leave to introduce Bill C-453, An Act to amend the Bankruptcy and Insolvency Act (property of bankrupt — registered education savings plan). Mr. Speaker, previously in this Parliament, I submitted a bill, Bill C-410, that would protect registered education savings plans and registered disability savings plans when someone declared bankruptcy.

Committees of the House  Mr. Speaker, I first want to thank everyone who came before the committee and submitted briefs as well as the analysts who supported our work. This was a substantial report and one that I believe is full of largely positive recommendations to ensure that innovation can thrive and that Canadians can have access to the content they want.

Interprovincial Trade  Mr. Speaker, the Prime Minister has failed on free trade between provinces. As an example, he fought against the right of Canadians to buy wine from one province and bring it to another. He introduced a so-called “Canada free trade agreement” in which half of the agreement is a list of things than cannot be traded.
