Reduction of Recidivism Framework Act  Mr. Speaker, I am pleased to rise this evening to speak to Bill C‑228, which proposes a way to better support inmates in federal prisons in order to minimize recidivism. I am pleased that the hon. member for Tobique—Mactaquac took the initiative to introduce this bill, which I believe to be fundamental.

I want to talk about a part of his speech when he gave examples of places elsewhere in the world that are doing much better than Canada. He mentioned the United Kingdom, but there is an example closer to home.

Business of Supply  Madam Speaker, I thank my colleague for his speech. I really liked that he mentioned the social movements, the women's movement and the labour movement. I especially appreciate his ability to tie in Camus, Sartre, Miron, no matter what he is talking about. What really stood out to me in his argument is the way the NDP motion overlooks the Quebec national minority.

Climate Change Accountability Act  Madam Speaker, I thank my colleague for the question. It is critically important. We totally agree on that. I was talking to my colleagues in the NDP who also worked on this. They made constructive comments on changes to make to the bill. I hope it will get to committee. We have to talk about it more because we do not talk about the environment enough here.

Climate Change Accountability Act  Madam Speaker, I thank my colleague for his question. Of course we did a lot of research when preparing Bill C-215. It is based on an international agreement among a number of countries, the Paris Agreement. Canada ratified this agreement but is not obligated to enforce it in its domestic law.

Canada has plenty of natural resources, which is what makes for that beautiful diversity. Unfortunately, I do not agree with him. There are indeed some energy sources that are more polluting than others, as scientists have proven time and time again.

Climate Change Accountability Act  moved that Bill C-215, An Act respecting Canada’s fulfillment of its greenhouse gas emissions reduction obligations, be read the second time and referred to a committee. Madam Speaker, I am deeply moved to rise today to present, support and defend the climate change accountability act on behalf of the Bloc Québécois, our team of MPs, our members and the thousands of Quebeckers who support us.

Income Tax Act  Madam Speaker, I thank my hon. colleague for her speech. Bill C-9 is a good bill, but it does not solve every problem. More specialized sectors such as air transportation and regional airports are going to need more targeted aid. Their losses are in the billions of dollars. Although there is less air traffic, there is still the financial burden of costs associated with the provision of services such as emergency medical transportation and runway maintenance.

Business of Supply  Madam Speaker, I like the fact that my colleague brought us back to the beginning of the pandemic. Programs were launched quickly and the government forgot one especially important industry. One of Quebec's great tourism regions is Gaspé, which is located in the riding represented by the Minister of National Revenue.

Business of Supply  Madam Speaker, I thank my colleague for his speech. He is my riding neighbour and I want to acknowledge him. He spoke a lot about the regional relief and recovery fund, the RRRF, which was well received in my region of the Lower St. Lawrence and the Gaspé. I would like to take this opportunity to acknowledge the excellent work that the four Community Futures development corporations in my region did as part of this program.

Criminal Code  Mr. Speaker, I thank my colleague for his very poignant remarks. I agree with him that we need to take the time to study the bill carefully. The Bloc Québécois was actually relieved that the bill excludes individuals suffering solely from a mental illness from eligibility for medical assistance in dying, since that aspect requires further reflection, study and consultation.

Criminal Code  Mr. Speaker, I thank my colleague for his speech. I appreciate the approach he took in talking about the situation in correctional institutions. Then again, I heard him refer to this bill as radical. Personally, when I think of this bill, I think of compassion. I cannot help but think of Nicole Gladu and Jean Truchon, who honourably fought for their cause before the courts.

Criminal Code  Mr. Speaker, I thank my colleague for his speech. He mentioned the December 18 deadline and seemed worried that we are moving too fast with this bill, but in my opinion, the government has already asked the courts for enough extensions. Does my colleague agree that the reasonably foreseeable death criterion was too restrictive and that we have to stop postponing the dignity of seniors and seriously ill individuals?
