Aeronautics Act moved for leave to introduce Bill C-225, An Act to amend the Aeronautics Act, the Fishing and Recreational Harbours Act and other Acts (application of provincial law). Mr. Speaker, I am very pleased to rise today to introduce my first bill in the House. I am particularly excited about this bill because it builds on what motivates my commitment to politics, namely, the self-government of my nation.

Business of Supply Madam Speaker, I listened carefully to my colleague, for whom I have a great deal of respect. He stressed at great length the need to enforce the law. The law, as we know, is procedural. When you apply a procedure indiscriminately, it can sometimes backfire. I am sure my colleague remembers what happened during the Oka crisis.

Business of Supply Madam Speaker, my Conservative colleague put a lot of emphasis on the rule of law. I agree with him. However, we learned this morning that a leadership candidate for his party believes that people who are taking the law into their own hands may be in the right. I am therefore wondering whether the Conservative Party believes that the rule of law operates on a sliding scale.

Business of Supply Madam Speaker, I appreciated my colleague's presentation. I fully agree with him about the economic impact of the crisis we are experiencing. We must, however, find a way out of this crisis. How are we going to do that? We have been talking about leadership all day. What we ask of a leader is to make concrete proposals.

Business of Supply Madam Speaker, I have been listening attentively to my Conservative colleagues all morning. There is one big thing missing from their speeches, and I think it is accountability. Accountability sometimes requires us to be aware that our actions have consequences. Based on what we are hearing from the Conservatives, it seems they are ignoring the very real possibility that tensions could rise.

Business of Supply Madam Speaker, I listened carefully to my colleague's words. One part of his speech that I find particularly interesting is that he probably defines one of the main causes of the crisis. That root cause is the Canadian economy's dependence on fossil fuels. We have seen no indication that, in the future, we will not have more of these blockades being set up by people who are concerned about the climate crisis.

Business of Supply Madam Speaker, I listened carefully to my colleague's speech. With respect to the economic impacts, I have already received many calls from people working in Saguenay—Lac-Saint-Jean's lumber and aluminum industries who are already struggling because of CUSMA. All the regions, including Ontario and Quebec, are feeling the effects and economic impacts that are a direct result of the Coastal GasLink project.

Business of Supply Madam Speaker, I listened closely to my colleague, and I share his concern about the economic impact of this crisis. I would like to know if my colleague is in favour of the Bloc Québécois's proposal to set up a war room. Given the significant economic impact, we should also consider temporarily suspending the Coastal GasLink project—just temporarily—until the crisis is resolved.

Business of Supply Madam Speaker, I listened closely to my colleague's speech, but I do not really see how what he said will help resolve the crisis. I think dialogue is key to resolving the crisis. In my previous life, I taught philosophy. The word “dialogue” comes from dialogos, which means two parties discerning the truth.

Canada-United States-Mexico Agreement Implementation Act Madam Speaker, I did not really know the member for Lac-Saint-Jean before today. I really enjoyed his insightful speech, his summary of the past week and his expertise on aluminum. I want everyone here to know that I just want to be his friend. In closing, I would like him to explain the difference between our party's position on aluminum and the Conservative Party's.

Canada-United States-Mexico Agreement Implementation Act Madam Speaker, I appreciated my colleague's remarks. He referred to the Buy American Act. Let me remind him that in 2013-14, Novelis, a mill in my region that rolled aluminum, was relocated to Oswego in New York State. Hundreds of jobs were lost in my riding. My colleague also mentioned the problems with supply management.

Canada-United States-Mexico Agreement Implementation Act Madam Speaker, I want to commend my colleague for his speech. That is the first time that I have heard a well-reasoned speech in the House from anyone other than a Bloc Québécois member. I would simply like to clarify a small point. As you very rightly pointed out, when NAFTA was originally signed, Canada was the major player in the aluminum industry.

Canada-United States-Mexico Agreement Implementation Act Madam Speaker, I got carried away in my enthusiasm. I would like to point out to my colleague that he was talking about workers in Kitimat, but the agreement will not really change anything for them because their primary market is Asia. The North American aluminum market is Quebec's domain.

Canada-United States-Mexico Agreement Implementation Act Mr. Speaker, I enjoyed my colleague's speech, even though it was not entirely accurate. First, aluminum workers' unions never asked us to support the agreement. Quite the opposite. Second, it is important to note that a delegation from Saguenay—Lac-Saint-Jean came here but, unfortunately, the member for Chicoutimi—Le Fjord did not participate in the press conference we held with them.

Canada-United States-Mexico Agreement Implementation Act Mr. Speaker, I thank my colleague for his fine performance. He pointed out that the government ratified the agreement without first analyzing its economic repercussions. We carried out an analysis for aluminum, and I can tell my colleague that the fact that aluminum did not get the same protection as steel is jeopardizing a $6-billion investment, as well as 60,000 jobs.
