Safeguarding Canada's Seas and Skies Act  Mr. Speaker, like a lot of Canadians, I did not know there was an ocean in Manitoba. I met with the Canadian Consortium of Ocean Research Universities and a very impressive professor from the University of Manitoba was there. I asked him why he was at the meeting, pointing out that oceans are on the coast.

Safeguarding Canada's Seas and Skies Act  Mr. Speaker, I appreciate my colleague's question, which raises the notion of monitoring activities and the failure perhaps to have the people there to do the monitoring. His example of what happened with the listeriosis outbreak and CFIA being essentially understaffed to do the job is an excellent illustration and exactly parallel.

Safeguarding Canada's Seas and Skies Act  Mr. Speaker, polluter pays should be the backbone of the legislation, yet we still seem to have thew Canadian people being asked to be on the hook after a certain amount of money for an oil spill cleanup. How much is a cleanup? It sounds like a lot of money. As my colleague for Skeena—Bulkley Valley pointed out, it could be hundreds of millions of dollars.

Safeguarding Canada's Seas and Skies Act  Mr. Speaker, I am pleased to rise today to speak to Bill C-3, which is yet another omnibus bill that only affects five bills this time. We should be lucky. In finance we dealt with a budget implementation act that would amend some 60 bills, so having only having only 5 bills is a bit of a luxury.

Income Tax Act  moved for leave to introduce Bill C-621, An Act to amend the Income Tax Act (economic substance). Mr. Speaker I rise to introduce an act to amend the Income Tax Act. This enactment would enable the government and courts to more effectively identify, pursue and convict tax cheats.

Natural Resources  Mr. Speaker, British Columbians want this pipeline proposal rejected. The multi-million dollar promotion campaign has completely failed. People know the pipeline proposal is short sighted and will pose significant risks. Waiting will not make it any better, waiting will not make it any more popular, waiting will not make it any safer, and waiting will not make anyone better prepared to deal with the inevitable oil spill.

Natural Resources  Mr. Speaker, Conservatives keep promising they will not approve an unsafe pipeline like the northern gateway, but yesterday the minister was in New York promising a room full of oil executives that he would push through an oil pipeline to the west coast. Canadians are used to B.C.

Request for Emergency Debate  Mr. Speaker, last night I gave you notice under Standing Order 52 (2) that I would be seeking leave today to propose an emergency debate on the implementation in Canada of FATCA, the U.S. foreign account tax compliance act. As you know, the Canada-U.S. enhanced tax information exchange agreement implementation act is contained in Bill C-31 and is currently before the House.

Economic Action Plan 2014 Act, No. 1  Mr. Speaker, first of all, I want to thank my hon. colleague from Skeena—Bulkley Valley for his excellent and passionate presentation today, exposing Bill C-31, the budget implementation act, for what it is. In particular, I was here when the member asked a question of the parliamentary secretary concerning FATCA and the compliance cost of it.

Natural Resources  Mr. Speaker, there is no way to make the northern gateway pipeline project safe. Shipping raw bitumen through the pristine waters off B.C.'s coast means a spill would be catastrophic. We all know and even Enbridge admits that spills happen. The Parliamentary Secretary to the Minister of Natural Resources claims projects will only proceed if they are safe.

Business of Supply  Mr. Speaker, I can categorically say that I will not contribute to class warfare, and I really do not believe that citing articles from The Globe and Mail, Professor Robin Boadway of Queen's University, and other notable experts in this matter would suggest there is any kind of class warfare in making common sense observations about things that most of us see every day in our constituencies, the phenomenon of living from paycheque to paycheque.
