Business of Supply  Madam Speaker, it is always a pleasure to hear the member for Dauphin—Swan River—Neepawa talk about the environment, because he is a Conservative and an environmentalist. He is to be commended for that. Unfortunately, his time was cut short in talking about some of the falsehoods that have been repeated by environmental NGOs.

Business of Supply  Madam Speaker, I would like to read to my friend from Timmins—James Bay from the “Statement on Open and Accountable Government” and I would ask him to comment on it: Ministers and Parliamentary Secretaries must avoid conflict of interest, the appearance of conflict of interest and situations that have the potential to involve conflicts of interest.

Business of Supply  The issue is conflict of interest. You're off topic.

Business of Supply  Mr. Speaker, I have to address a few things that the member said. To begin with, we are not personalizing this issue. There are journalists, citizens, and people questioning whether the finance minister has put his family and business interests ahead of that of the Canadian public.

Business of Supply  Mr. Speaker, I thank the member for his kind words. Yes, the small business owners in my riding, and in different parts of the country that I have travelled to over the last several weeks, have expressed their outrage. I share and fully understand why they are upset. What compounds the level of anger felt by entrepreneurs and business owners, as the government is characterizing them as under-taxed at best, and cheaters at worst, is when they then see that the finance minister is in the business of pension products that many small business owners are being now encouraged to buy.

Business of Supply  Mr. Speaker, I rise today to speak in favour of today's motion that calls upon the finance minister to table all documents he submitted to the Conflict of Interest Commissioner between November 4, 2015, and July 18, 2017. July 18 was the day of the now infamous discussion paper, which came complete with draft legislation that would completely transform the taxation of Canadian-controlled private corporations if fully enacted by, among other things, severely discouraging small business owners from investing in their companies to support themselves in retirement.

Business of Supply  Mr. Speaker, the member's speech contained many things that would be certainly worthy of debate and discussion. However, I want to focus on the motion itself, and I would ask for the member's comments, as there are Canadians questioning the disposition of the finance minister's assets and want to know whether or not he still owns shares in Morneau Shepell, which is a company that offers retirement and pension management advice to businesses that are affected by the very tax proposal that was announced on July 18.

Business of Supply  Mr. Speaker, I am going to read from the Prime Minister's statement on open and accountable government. It says: Ministers and Parliamentary Secretaries must avoid conflict of interest, the appearance of conflict of interest and situations that have the potential to involve conflicts of interest.

Business of Supply  Mr. Speaker, I rise on a point of order. I would ask you to bring the member to order over relevance. The nature of today's motion is the appearance of a conflict of interest and calls upon the finance minister to table documents in the House, not to discuss the minister's track record.

Petitions  Madam Speaker, I rise to table a petition signed by a number of Canadians, including from my riding, mostly in the Calgary area. The petitioners are concerned about the persecution of Falun Gong practitioners. Specifically, they request that the Canadian government condemn the illegal arrest of a Canadian citizen for practising Falun Gong and call for the immediate and unconditional release of Canadian citizen Ms.

Access to Information Act  Madam Speaker, I would ask the member to comment on a broader theme. Over and over again, members of the government side have tried to take extraordinary credit for the steps they have taken. In this case, they failed to listen to the experts who testified at the Standing Committee on Access to Information, Privacy and Ethics.

Access to Information Act  Mr. Speaker, Canadians deserve a government that is accountable and open by default. For that to be possible, Canadians must have access to information about government decisions and practices to hold their government to account. While the Liberal government pays lips service to those ideals of openness and accountability, it has consistently fallen short of implementing them.

Taxation  Mr. Speaker, I have met with countless small business owners to discuss the Liberals' plans to raise their taxes. Most of the people I have met have a small family-owned business; some have mortgaged their family home and taken huge risks that they share with their spouses. They contribute everything they have to the success of their dreams.
