If I may, I would like to make a few corrections. I never said that the NDP never proposed amendments in committee.

We have been talking about this bill since October 2007. This bill would overhaul an outdated act that both Conservative and Liberal governments have cast aside.

Nuclear Liability and Compensation Act  Mr. Speaker, I listened closely to the presentation of the hon. member opposite. I was on the Standing Committee on Natural Resources and I studied Bill C-5 with the rest of the hon. members. The Bloc Québécois certainly shares some of the concerns of the hon. member opposite with respect to the $650 million compensation amount.

La Guerre River Basin Sustainable Agriculture Council  Mr. Speaker, on behalf of all my Bloc Québécois colleagues, I congratulate the Club agroenvironnemental du bassin La Guerre, an organization dedicated to the promotion and development of sustainable agriculture in Saint-Anicet, in the riding of Beauharnois—Salaberry. It has just been awarded the Canadian Geographic 2008 Canadian Environment Award in the Environmental Learning category.

Member for Papineau  Mr. Speaker, I am sure you will agree, it is not every day that one of our colleagues in this House is honoured with an award for their entire career. On May 31, 2008, in Toronto, the African Canadian Achievement Awards of Excellence commended and celebrated the many achievements of our colleague, the hon. member for Papineau, and her invaluable contribution to her community.

The Environment  Mr. Speaker, in his made-in-Alberta plan, the minister of pollution is refusing to include greenhouse gas reductions made by industries between 1990 and 2005. In choosing 2006 as the reference year, he is giving preferential treatment to rich polluting oil companies and low priority to the manufacturing industry, which reduced its emissions before 2006.

The Environment  Mr. Speaker, the report of the Standing Committee on Natural Resources on the forest industry, which the industry called fantastic, recommends that greenhouse gas reductions made by this industry since 1990 be taken into account when drafting new regulations. The committee, including Conservative members, adopted this report unanimously.

Nuclear Liability and Compensation Act  Mr. Speaker, I share many of the same concerns as the NDP member, and I understand her worries about this bill. However, I think that she agrees that the status quo was no longer acceptable. I am very disappointed today. When we talk about nuclear liability, we should also be talking about nuclear safety.

We are at third reading and this is a bill that has really been examined from every possible angle. We agree with the members who say that $650 million is not enough.

Nuclear Liability and Compensation Act  Mr. Speaker, we know that in the last government budget, $100 million was set aside to continue with the development of the ACR reactor. We hope that this $100 million from taxpayers' pockets will finally do the trick because each time a budget is presented we have been told that this is the last time money will be invested in this project.

Today, we are discussing a bill on nuclear responsibility and, in my view, nuclear responsibility cannot be isolated and treated separately from safety.

We are now at third reading and he knows that the Bloc Québécois will support the bill. My question is closely related to Bill C-5. Today, in La Presse, we see a front page article by François Cardinal with the headline, “Nuclear: Safety is less than maximum” due to a lack of resources.

Canadian Environmental Protection Act, 1999  Mr. Speaker, I would like to reassure the member opposite. Obviously the production of ethanol from corn is not the only cause behind rising grain prices. I do not believe that I said that in my speech. There are many factors and speculation is one. However, we cannot forget, as he said so well, that it is one of the factors that also contributed to the rise in grain prices.

Canadian Environmental Protection Act, 1999  Mr. Speaker, I want to thank the hon. member for Hochelaga. I have a great deal of admiration for his parliamentary experience. It is important to remind everyone that the Bloc Québécois has never said it is against ethanol. Again, this is important to note because some people seem to be taking great delight in repeating this.
