Committees of the House  Madam Speaker, with respect to what has in fact transpired with bundling and with departments being advised that they should not bundle, I think members will appreciate if I am a little circumspect and if small and medium size enterprises are a little circumspect, given the history.

Committees of the House  Madam Speaker, in response to that, yes, I am concerned, and that is the genesis of my concern with respect to what is happening with small and medium size enterprises. It seems that when we go down one path, we are assured that things are being addressed and that there is no need for concern any more, but then we turn around and there is a different approach being taken, and we have no idea where it came from.

Committees of the House  Madam Speaker, I thank my colleague for the question and the observation. The member is right. It is an issue. Certainly it is an issue that I have heard about from small and medium size enterprises, the whole idea of bundling and small and medium size enterprises being able to access a significant portion of the contract or even being given the amounts that they require in order to do the work.

Committees of the House  Madam Speaker, I am going to ignore the sleight in my colleague's remarks. We work well in committee and that is fine. I am well aware of what has been done. I am also aware that issues still need to be addressed. I continue to get representations from small and medium-sized enterprises that really need more, and we need to do more.

Committees of the House  Madam Speaker, I am pleased take part in the debate on the importance of small and medium sized enterprises. This was a topic that was looked at and addressed by the Standing Committee on Government Operations and Estimates. It is an issue of vital importance to our economy. Even though it has been dealt with in committee and there have been recommendations coming out of our committee, any time there is an opportunity to speak to this issue, it is one that we need to take advantage of.

Birthday Congratulations  Mr. Speaker, I rise today to pay tribute to a remarkable woman from Rushoon, a small rural community in Newfoundland and Labrador. On November 5, Mrs. Margaret Moores turned 104. Mrs. Moores was born, raised and has lived most of her life in Rushoon. She and her husband, Arch, were married for 64 years and raised four children.

Petitions  Mr. Speaker, I rise today to present a petition on behalf of constituents in my riding, this time from Grand Bank and Baine Harbour. A number of petitions have been received about the issue of post offices. The petitioners are calling on the federal government not to consider ending the current moratorium on post office closures.

Petitions  Mr. Speaker, I rise today to present two petitions on behalf of the people of Random—Burin—St. George's, the riding that I represent. The first petition is from a group of fishermen and women in Newfoundland and Labrador who took early retirement at the request of the federal government back in 1998.

Petitions  Mr. Speaker, the second petition has to do with the EI system. The petitioners call upon the Government of Canada to put in place measures that would treat everyone fairly and to recognize the importance of the EI system to Canadians. They are asking the government to increase benefit duration to at least 50 weeks in all regions, eliminate the two-week waiting period, allow claimants to qualify for entry-level EI benefits in all regions of Canada after working 360 hours, provide benefits that are at least 60% of normal earnings, use workers' 12 best weeks, suspend the allocation of severance pay, and be more flexible and innovative in the uses of EI work-sharing to keep people at work.

Infrastructure  Mr. Speaker, my question is for the chair of the Standing Committee on Government Operations and Estimates. For months the committee has been asking the government for the exact amount of dollars spent on infrastructure. The Parliamentary Budget Officer was not able to provide the committee with specific dollars because the government had not given him the information.

Arts and Culture  Mr. Speaker, I rise today to pay tribute to Newfoundland's own Ambrose Price Jr., a rising star in the television world. Ambrose hosts The Decorating Adventures of Ambrose Price on HGTV and last week he received a Gemini Award for Best Host in a Lifestyle/Practical Information, or Performing Arts Program or Series.

Income Support Program for Older Workers  Mr. Speaker, I rise today to join the debate and speak in support of Motion No. 285 brought forward to the House by the member for Bas-Richelieu—Nicolet—Bécancour. The motion calls for the implementation of a genuine income support program for older workers who lose their jobs.

The issue at concern is the current moratorium on post office closures and the fact that people in rural communities really want to see that maintained.

Search and Rescue  Mr. Speaker, questions are being raised about the ability of search and rescue operations to save lives. Now, search and rescue volunteer groups are asking the government to help pay for liability and accident insurance for the volunteers so that they will not be forced to quit.

Canadian Forces  Mr. Speaker, I rise in the House to pay tribute to a young man from Cape St. George, a community in the riding of Random—Burin—St. George's. Frank Rubia has been promoted to master warrant officer in the Canadian Forces communications branch and was also appointed chief communications operator.
