Business of Supply  Madam Speaker, I thank my hon. colleague. The member might have emphasized the government's economic accomplishments, but instead he talked about full-on attacks on SMEs, if I remember correctly. Last week, SMEs benefited from lower tax rates at 9%, the lowest in the western world.

Business of Supply  Madam Speaker, after 10 years of anemic growth, we now have growth that leads the G7, which was over 4% in the last quarter. Since we came to office, we have created over 400,000 jobs, most of them full-time jobs. Last week, the Minister of Finance did something that represents a consensus in the House.

Business of Supply  Madam Speaker, I congratulate my colleague on being appointed his party's parliamentary leader. Sadly, the member is attempting to muddy the waters yet again and, I do believe, to bury the fact that, last week, we lowered taxes for SMEs and implemented another tax fairness measure.

Business of Supply  Madam Speaker, I want to thank the member opposite for his speech. He mentioned facts. Let us review these facts. The Minister of Finance held a series of consultations that culminated last week in the SME tax rate being lowered to 9%, a move everyone in the House agreed with. If I recall correctly, that was the position of every party represented in this House.

I oversee the translation bureau as part of my job as Parliamentary Secretary to the Minister of Public Services and Procurement.

Pursuant to section 150 of the Financial Administration Act and for referral to the Standing Committee on Government Operations and Estimates, I have the honour to table, in both official languages, the Defence Construction Canada 2016-17 annual report on operations, and the Canada Lands Company Limited 2016-17 annual report on operations.

Canada Post  Mr. Speaker, I urge my hon. friend to bear with us as we prepare this very fulsome and forward-looking position with respect to Canada Post. I would also direct the member to our platform commitments with respect to Canada Post. I point out once again that we have respected and honoured our commitment to Canadians to suspend the roll-out of community mailboxes and to review the mandate and business plans of Canada Post.

Canada Post  Mr. Speaker, I thank my colleague from Regina—Lewvan, who I know has spent a great deal of time and energy on the Canada Post file as a member of the government operations committee. I always respect and thank him for his constructive interventions in this and other debates. The first thing I would say is that one of the great pleasures I have had as the parliamentary secretary for Public Services and Procurement, a position that of course has oversight over the Canada Post Corporation and reports to Parliament through the Minister of Public Services and Procurement, is to get to know this very innovative corporation.

Canada Post  Madam Speaker, our government has delivered on its promise and its commitment to suspend the implementation of community mailboxes and to undertake a comprehensive review of Canada Post. The member knows that very well, because he participated in that very review undertaken by the Standing Committee on Government Operations and Estimates, accompanied by a special task force.

10th Anniversary of Moisson Outaouais  Mr. Speaker, last week I attended the celebrations for the 10th anniversary of Moisson Outaouais, which is a vital organization in our region. The event included a draw held as part of Loto-Moisson, the organization's biggest fundraising campaign so far. I just want to take a moment to thank everyone who is or has been working to make this organization a success, including its chair, Sylvie Turnbull, and its executive director, Sonia Latulippe, as well as the many volunteers and employees involved in its work every day.

The Environment  Mr. Speaker, our government pledged to protect Canadians' health and safety and our waters. We are making all the necessary arrangements for the safe, efficient, permanent removal of the vessel. In July 2016 and June 2017, the department conducted a number of environmental studies and assessments that were required prior to dismantling the vessel.

Construction Industry  Mr. Speaker, we have very good news today. I want to thank the hon. member for Humber River—Black Creek for her hard work on this file. Our government strongly supports the prompt payment of contractors and subcontractors. Last week, we were able to announce that we will publicly disclose payments to contractors to eliminate this unfair situation.

Indigenous Affairs  Mr. Speaker, there is obviously no relationship more important to our government than the one with indigenous peoples. I thank the member, indeed, all indigenous members of the House for their very thoughtful intervention in this matter. Our government is fully committed to implementing the Truth and Reconciliation Commission's calls to action.

Access to Information  Mr. Speaker, I can assure the House that our government expects all of our employees to meet the highest level of ethical behaviour in decision-making, as set out by the values and ethics code for the public sector. Shared Services, whose management dealt with this issue directly, took the situation very seriously, immediately launched an investigation, and notified the Information Commissioner, who in turn referred this matter to the Attorney General of Canada, as is customary.
