Agriculture committee  The farmers who are waiting for their income tax refund are getting $200 or $300. That is far below what they're actually spending on the carbon tax, so it's not revenue-neutral. I'll pass it over to my colleague. Thanks.

Agriculture committee  No. Knowing, from the COP26 announcement on fertilizer reduction, which you have changed to fertilizer emissions reduction, is this 35% tariff on fertilizer just another way to push fertilizer use reduction on Canadian producers?

John Barlow

Agriculture committee  Thank you, Mr. Chair. Thanks, Minister, for coming. I just want to make sure I'm clear on some of your answers. You will not be exempting the 35% tariff on any fertilizer purchased before March 2, is that correct?

May 19th, 2022Committee meeting

John Barlow

Agriculture committee  Then no, you're not going to be offering that. From what I'm getting from your answer, your solution to this is expanding the advance payment program, allowing producers just to take on more debt. There's not going to be any specific compensation for that fertilizer tariff.

John Barlow

Agriculture committee  Okay. Is there any other G7 country enforcing a tariff on fertilizer?

Agriculture committee  Thank you. If the issue is helping Ukraine, anything that was purchased before March 2 does nothing to help Ukraine. We are in the midst of a food crisis. You've talked today about how we need to increase yields. Does it really make sense to decrease yields and decrease fertilizer use when we have to fill the void of losing 20% of the world's wheat, barley and sunflower oil production?

Agriculture committee  I'm going to share my time with Mr. Epp. Thanks.

Agriculture committee  Okay, Mr. Chair.

May 19th, 2022Committee meeting

John Barlow

Agriculture committee  Thanks. I'm going to share my time with Mr. Epp as well. I want to pick up on some of the questions here, particularly on crop technology and gene editing. It's great when we have this technology, but the problem that we face right now is commercializing it. It sounds like Health Canada is sitting on a very important report on how they're going to regulate gene editing.

May 9th, 2022Committee meeting

John Barlow

Agriculture committee  Thanks. Can you maybe give me a quick answer on this, Dr. Saindon? Do you have an idea when that regulatory framework will be announced? My understanding is that it was supposed to be announced very early this year. We're now into May, and it still has not been announced. Do you have any idea when that framework will be available?

Agriculture committee  I have one last really quick question before I pass it off to my colleague. I would be remiss if I didn't ask this, and you may not have that expert here. However, with the influx of avian flu, and now that we have African swine fever in the Dominican Republic, which is very close to Canada, how big a priority is this for your team, and what steps are being taken to try to address this?

May 9th, 2022Committee meeting

John Barlow

Agriculture committee  I'm sorry. I don't want to cut you off, but I'm out of time. Did Ag Canada have any input on that announcement from COP26, yes or no?

May 9th, 2022Committee meeting

John Barlow

Agriculture committee  Thanks. I appreciate the answer. One of the areas, I would say, where the Government of Canada, departments and bureaucracy could play a role is this. There was a report recently that basically said that we have to reduce animal husbandry and animal agriculture if we want to fight climate change.
