Minister of Foreign Affairs  Speaker, the Minister of Foreign Affairshas demonstrated his incompetence again within the last week. In Rome, he announced that C-17s would be deployed to transport four UN helicopters to Burma. It became clear that he had spoken off the cuff when he realized that the planes were unavailable. Imagine that. He was forced to charter a Russian commercial aircraft at taxpayers' expense.

Foreign Affairs  We have been focusing on providing help in the places where it is needed. We have been providing assistance to the people of Burma and pressuring the Burmese government to allow that aid to proceed, which is now happening. Our intervention at the United Nations was an important part in getting that ball rolling. We have offered assistance to the people of China and elsewhere.

Agriculture committee  In looking at what's happening around the world right now, we're going to get in a lot of countries...wheat production is going to go up. Of course, with Burma being one of the largest rice producers in the world, with the tragedy that's happened there, there will be problems for those countries. I do believe the United States had a 10% carryover of its corn crop from last year.

International Aid  As the crisis grew, that sum increased to $425 million. In the aftermath of the cyclone in Burma, the government has committed $2 million. By international comparison, Australia has committed $25 million, the British $10 million, and the Japanese $11 million. Why are we not giving more when we can clearly do so?

International Aid  We have taken the matter to the United Nations Security Council and have asked for an emergency debate on Burma. We asked for that several days ago, while the European community only brought this important matter to the Security Council yesterday or today. We were one step ahead. We are players on the world stage, and we are urging the Burmese regime to open its doors to Canada.

We have taken action against tyranny in Burma by applying the strictest sanctions in the world. Moreover, we got a resolution on Iran's human rights record passed in the United Nations. We do not just make declarations; we act on them.

Specific Claims Tribunal Act  I think there are things the government could be spending its time on at the United Nations. For instance, there is the huge crisis in Burma right now. The government could be getting support from some of the countries that are not giving as much support as we are. The dismal record of this government as related to human rights and first nations people is seen in the fact that it has put forward a bill, as the member well knows, for human rights for aboriginal people in Canada, a twelve-word bill or something like that.

Official Development Assistance Accountability Act  I am encouraged to see that we are addressing this matter of very serious concern to all Canadians and to many people living in poor countries around the world. I am sure the thoughts of all members are with those in Burma specifically today, in light of the tragedy that is unfolding there. Private member's Bill C-293, an act respecting the provision of official development assistance abroad, was introduced in the House of Commons on May 17, 2006.
