Business of Supply  Madam Chair, I am thankful for that clarification. My second question relates to the student summer grant. The student service grant is slated to get almost $1 billion, but despite being announced in April, the program is still not available. Is it the government's intention to wait until summer is over before allowing students to apply for summer volunteer jobs?

How much of this fund has been used? Are phase one funds fully allocated? What is the state of the phase two rollout? Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, I thank my Bloc Québécois colleague for her question. I am not quite comfortable answering a question in French, but I will get there. I was at the B.C. poultry AGM last week and heard that right now in Canada unfortunately we are consuming less turkey. Turkey producers across Canada have launched a new campaign to share the benefits of eating turkey meat at times outside of our Thanksgiving holiday.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, the Conservative Party is the party of free trade and free markets. We recognize the importance of the U.S. and Mexican markets for Canadian exporters, which is why the Conservatives have been clear that we will support the swift passage of the new NAFTA deal. However, while a deal is better than no deal, Canadian industries are bracing for the impact of the changes to come.

Correctional Service of Canada  Mr. Speaker, the federal prison needle exchange program provides clean needles to drug-addicted inmates so they can inject illegal substances that have been smuggled into our prisons. Needles are provided confidentially to inmates to do drugs in their cells. How can this possibly be a good idea?

Criminal Code  Madam Speaker, yes, I think it is irresponsible on the part of the government to have tabled this legislation without hearing back from Canadians. As I mentioned in my remarks, two weeks for Canadians to respond to such important legislation was not sufficient, especially when we compare the all-party process of 2016 with what is happening now.

Emergency Debate  Madam Speaker, the member for Niagara Centre is totally mistaken. The Trans Mountain pipeline was not a government investment; it was a government buyout for a private sector investment that wanted to employ people in my riding, which the Trans Mountain pipeline runs through. Because of the Liberal government, British Columbians, Albertans and western Canadians are furious because nobody has certainty in the western Canadian economy anymore.
