Lobster Fishery Dispute in Nova Scotia  Madam Speaker, I thank my colleague for her question. When it comes to sovereignty, whether it is Quebec's sovereignty, environmental sovereignty or the territorial sovereignty of indigenous peoples, I like to take a rather positive approach. Of course, in an ideal world, everyone would decide for themselves.

This is the second time that the members of the House have come together to talk about violent disputes and the federal government's failures when it comes to first nations.

Lobster Fishery Dispute in Nova Scotia  Mr. Speaker, I must reiterate that the Bloc Québécois strongly condemns the crimes committed in Nova Scotia and the acts of hatred and racism against the Mi'kmaq that we have witnessed recently. In particular, my colleagues and I feel it is deplorable that DFO and successive governments, including the current one, have failed to uphold the Marshall decision by implementing a regulatory framework negotiated nation to nation that respects constitutional treaty rights and the need to conserve the fisheries.

Judges Act  Madam Speaker, I thank my colleague from Mégantic—L'Érable for his question. I agree with him. We need to begin by starting a conversation. That is exactly what we are doing today. Yes, the provinces and Quebec should draw upon what we are doing. I think Quebec was ahead of its time when it proposed a special court for sexual assault cases.

Judges Act  Madam Speaker, I thank my colleague for his question. I will try to be brief. I believe that the bill does not go far enough. As I was saying earlier, this training could be helpful to a broad range of professionals, not just judges. The bill we are discussing today concerns federal court judges, and I believe it is good enough.

Judges Act  Madam Speaker, I thank my colleague for his question. I agree that unanimous decisions set a good example. However, before the bill is unanimously passed, we should ensure that it does not contain any flaws, that it truly expresses the intention of parliamentarians and that it works for the groups concerned.

I would like to take this opportunity to say hello to the interpreters and thank them for doing a really incredible job. I am very pleased to speak to Bill C-3, especially since I am a feminist.

Resumption of Debate on Address in Reply  Mr. Speaker, I thank my colleague for his speech. I admire his ability to speak so quickly. I hear him talk a lot about oil and gas, but I do not know why he is so outraged. If he bothered to read between the lines of the throne speech, he would clearly see that the government plans to keep subsidizing oil and gas companies.

Resumption of Debate on Address in Reply  Madam Speaker, there is a full page about reconciliation in the throne speech. However, communities still have problems with infrastructure, housing and drinking water. I want to go back to a topic I mentioned earlier. Families, loved ones and communities have waited long enough for the government to take real action on reconciliation.

However, I wonder how she can have confidence in a government that is incapable of keeping its promises with respect to understanding, awareness and reconciliation.

Resumption of Debate on Address in Reply  Mr. Speaker, as the Bloc Québécois climate change critic, I am pleased to speak directly to the parliamentary secretary. He spoke abut the government's objectives of exceeding 2030 greenhouse gas reduction targets and becoming carbon neutral by 2050. These objectives are essentially those of Bill C-215, an act respecting Canada’s fulfillment of its greenhouse gas emissions reduction obligations, which I introduced in the House of Commons a few months ago.

Resumption of Debate on Address in Reply  Mr. Speaker, I thank my hon. colleague for his speech. He said that it was as though the throne speech was written by one of his constituents, as it really hits the mark for his region. I do not know if he lives in an alternate universe, but I can say that the throne speech does not reflect the priorities of my constituents and Quebeckers, and especially not those of environmentalists.

Resumption of Debate on Address in Reply  Madam Speaker, I would like to thank my colleague for his speech. There is a similar situation in my riding. An indigenous community in Listuguj organized the fall fishery. Negotiations were going very well with Fisheries and Oceans Canada. A few months ago, it was said that things were coming along nicely and that the community would probably get a commercial fishing licence.

I come from a region of Quebec where it is a bit more difficult to ensure that culture thrives, not just during the pandemic but in ordinary times as well. It is difficult for cultural workers to keep their heads above water.

We heard that the federal government wanted to invest in all types of infrastructure over the next two years. This morning, we heard the Prime Minister announce a $10-billion plan over three years.
