Business of the House  Mr. Speaker, from the debate that has taken place in the House, I am certain that all democratic members will agree to amend the government's Motion No. 5 concerning the creation of a special committee on election reform, in order to include, exceptionally, one Bloc Québécois member and the member of the Green Party as voting members.

Public Service Labour Relations Act  Mr. Speaker, we agree and will be voting in favour of the motion.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, we agree and are voting against the motion.

Criminal Code  Mr. Speaker, the best way for this government to hit a wall, and this may be what they want, is to try to divert attention away from the substance of the debate by focusing on the form. The best way to get us to overlook the minister's intentions is to do exactly what she is doing.

Criminal Code  Madam Speaker, my colleague and I are not health practitioners. I am not a doctor or a researcher specializing in degenerative diseases. What I do know from my lengthy career in bioethics, is that people with degenerative diseases want society to allow them the option of not living with extreme suffering.

Criminal Code  Madam Speaker, in my colleagues' interventions, there is sometimes a presumption, it seems, of malfeasance when it comes to the health care system. When the slippery slope argument is invoked, it is as though people think that health care providers do not need to be caring and compassionate, first and foremost, in order to be hired.

Criminal Code  Mr. Speaker, that does not seem very clear to me as a way to operate. First, none of the leaders was notified. I do not see why the government is suddenly moving the previous question when according to the motion moved by the parliamentary assistant, we expected to debate the bill tonight until midnight and tomorrow.

Criminal Code  Mr. Speaker, I appreciated my colleague's remarks. Yesterday, the Barreau du Québec stated that the reasonably foreseeable natural death provision in the bill is not consistent with the Carter decision or the right to life in section 7. Ms. Carter would not have had access to medical assistance in dying unless reasonably foreseeable natural death were interpreted as having to do with age, which is an absolutely unnecessary distinction here.

Criminal Code  Madam Speaker, I think it is a shame that my Conservative colleague is confusing suicide with assisted suicide. Things can change for individuals who are contemplating suicide, but those seeking assisted suicide are suffering from serious and incurable illnesses and intense suffering that will never go away.

Criminal Code  Madam Speaker, people see palliative care as the answer to dying with dignity, but that care can be difficult or impossible to access, unfortunately. I am talking about palliative care as it should be. That does not mean putting sick people in beds in hallways and leaving them to die.

Criminal Code  Madam Speaker, I listened closely to all of my colleagues. Yesterday, I participated in the committee's hearings. This is my first opportunity to speak in the House. I have just 10 minutes, but I would like to start by saying that everyone here is caring. Everyone is concerned about the well-being of people who are at the end of their lives, and everyone wants the best for them.

Foreign Affairs  Mr. Speaker, selling armoured vehicles to Saudi Arabia is immoral and contrary to the ethics of responsibility. The Minister of Foreign Affairs knows that. The United Nations confirmed that the Saudi army is targeting schools and civilians in Yemen. PBS showed that Saudi Arabia was using its armoured vehicles against political dissidents.

Privilege  Mr. Speaker, I am raising a question of privilege in the House of Commons with respect to misleading information that the Minister of Transport and the Parliamentary Secretary to the Minister of Transport gave to the House about the litigation involving Quebec and Air Canada and arising from the Air Canada Public Participation Act.

Air Canada Public Participation Act  Madam Speaker, this is another sad day for our parliamentary democracy. For months, the minister rose in the House and in response to our questions told us that he was happy to support a lawbreaker, a company that does not obey the law. How can we expect the thousands of families of Aveos workers to now trust our institutions?

Physician-Assisted Dying  Mr. Speaker, when asked about Bill C-14 on Friday, the Parliamentary Secretary to the Minister of Justice said that the bill on physician-assisted dying would have made Kay Carter eligible despite the vague concept of “reasonably foreseeable natural death”. Can the Minister of Justice tell us whether she shares her colleague's opinion, and if so, how spinal stenosis fulfills the “reasonably foreseeable natural death” criterion?
